About this award
The Department of Justice Community Oriented Policing Program awarded $215,389 to the City of Lathrop on October 1, 2025, under the Public Safety Partnership and Community Policing Grants program (CFDA 16.710) to establish a Crisis Intervention Training Program and Crisis Response Unit within the Lathrop Police Department.
The award funds development of a comprehensive crisis intervention training program serving the San Joaquin Valley region. The program comprises two courses: a 40-hour in-house crisis response and intervention course led by CIT and CRIT certified Lathrop Police Department instructors, and a 20-25 hour outsourced course to be selected through fair and open solicitation. All Lathrop Police Department officers are required to complete one of the two courses. Training will leverage scenario-based activities to practice de-escalation and crisis intervention techniques, with instruction in de-escalation tactics, alternatives to use of force, safe responses to mental and behavioral health crises and individuals with disabilities, and referrals to community-based services. The program will be made available to surrounding law enforcement departments to expand regional training capacity.
Performance occurs in Lathrop, California. The period of performance runs through September 30, 2027.
Description
The lathrop police department (LPD) will use funding through the FY25 safer outcomes program to address the growing need for crisis intervention training and response in the SAN joaquin valley, californiabuilding a thoroughly trained LPD crisis response unit (CRU) and establishing a comprehensive crisis intervention training program (citp) that will be open to all surrounding departments. To make the program more accessible, the program will consist of two courses, a 40-hour crisis response and intervention course led by CIT and crit certified LPD instructors and a shorter 20-25 hour outsourced course that will be determined after a fair and open solicitation process. The courses will leverage situation/scenario-based activities to practice DE-escalation and crisis intervention techniques in a controlled and safe environment led by qualified instructors. All LPD officers will be required to complete one of these two courses within the LPD citp program. As a newer department in one of the fastest growing cities in california, funding like the safer outcomes program is a vital resource for ensuring we can intentionally and successfully scale operations to meet the growing needs of our agency and community. The project will ensure all LPD officers are knowledgeable on DE-escalation tactics and alternatives to use of force, safe responses to mental/behavioral health crises and individuals with disabilities and making referrals to community-based services and support and position LPD to successfully form a crisis intervention team.
