About this award
The Department of Justice Office of Community Oriented Policing Services awarded the Southeastern Pennsylvania Transportation Authority $200,000 under the Law Enforcement Mental Health and Wellness Act (CFDA 16.070) on October 1, 2025.
The award funds a 24-month collaboration between SEPTA Police Department and The Lincoln Center for Family and Youth to deliver trauma-informed mental health and wellness services to SEPTA police personnel and their families. TLC will provide a licensed mental health professional embedded with SEPTA-PD to facilitate training on peer support, critical incident stress management (CISM), and mental health and wellness topics, and deliver ongoing therapeutic support to sworn and non-sworn staff and family members. During the project period through September 30, 2027, SEPTA-PD personnel will identify mental health and wellness challenges and access support services. The project addresses documented rises in mental health referrals and use-of-force incidents within SEPTA's service area. Performance occurs in Philadelphia, Pennsylvania.
Sub-recipient: The Lincoln Center for Family and Youth delivers the embedded mental health training and therapeutic support services.
Description
The proposed project features collaboration between the southeastern pennsylvania transportation authority police department (septa-PD) and the lincoln center for family and youth (TLC) to provide training on trauma-related topics relevant to justice practitioners and ongoing therapeutic support for septa-PD staff and families. Septa-PD will host a licensed TLC mental health professional to facilitate training on peer support, cism, and mental health- and wellness-related topics and provide ongoing therapeutic support to sworn and non-sworn septa-PD staff and family members. During the 24 months of the proposed project, septa-PD sworn and non-sworn staff will understand and identify challenges, and septa-PD staff and families will access support services for mental health and wellness-related needs. Achieving these project outcomes will help to address endemic violence in septa's service area and increase septa-PD's capacity to provide mental health and wellness training, reduce stigma, and ensure access to ongoing support services. Tracking and evaluation will enable continuous program improvement and support project success.
