DESCRIPTION:THE PURPOSE OF THIS AGREEMENT IS TO SUPPORT AND ADVANCE THE GULF HYPOXIA ACTION PLAN THROUGH IMPLEMENTATION OF LOWER SIOUX INDIAN COMMUNITY'S NUTRIENT REDUCTION STRATEGY. THE MAIN OBJECTIVE IS TO IMPROVE THE WATER QUALITY, SEDIMENTATION, AND NUTRIFICATION OF THE MINNESOTA RIVER BASIN, WHICH IS MINNESOTA'S LARGEST TRIBUTARY TO THE MISSISSIPPI RIVER/ATCHAFALAYA RIVER BASIN (MARB). THE MINNESOTA RIVER HAS BEEN CITED AS ONE OF THE MOST POLLUTED RIVERS IN THE STATE, AND THE NATION, AS IT CONTRIBUTES OVER 70% OF POLLUTANT LOADING TO THE MISSISSIPPI RIVER AFTER THE MINNESOTA/MISSISSIPPI CONFLUENCE. SPECIFICALLY, IMPLEMENTING NO-TILL PRACTICES AND COVER CROPS WILL INCREASE SOIL HEALTH AND DECREASE EROSION OF THE MINNESOTA RIVER BASIN. THIS AGREEMENT IS SUPPORTED BY FUNDING PROVIDED UNDER THE INFRASTRUCTURE INVESTMENT AND JOBS ACT (IIJA) (PL 117-58). ACTIVITIES:THE ACTIVITIES TO BE PERFORMED INCLUDE THE FOLLOWING: -OBTAINING TREATMENT AS A STATE (TAS) STATUS FOR 319 NON-POINT SOURCE POLLUTION PREVENTION PROGRAM. -CREATING AND IMPLEMENTING A CONSERVATION ACTIVITY PLAN (CAP). -CREATING AND IMPLEMENTING A NUTRIENT MANAGEMENT PLAN. -COORDINATING WITH TRIBAL FARMERS, USDA NRCS STAFF, AND CONTRACTORS TO MAKE CHANGES TO THE TRIBE'S AGRICULTURAL LANDS. -PURCHASING NO-TILL/ COVER CROP EQUIPMENT. -CONDUCTING NO-TILL TRAINING DEMONSTRATIONS. -CONDUCTING A SOIL HEALTH SURVEY. -STREAMBANK RESTORATION PLAN IN COORDINATION WITH US ARMY CORPS OF ENGINEERS (USACE). SUBRECIPIENT:NO SUBAWARDS ARE INCLUDED IN THIS ASSISTANCE AGREEMENT.OUTCOMES:THE DELIVERABLES TO BE PROVIDED UNDER THIS AGREEMENT ARE: CONSERVATION ACTIVITY PLAN (CAP), NUTRIENT MANAGEMENT PLAN, SOIL HEALTH SURVEY RESULTS, USACE STREAMBANK FEASIBILITY STUDY, AND A FINAL REPORT. THE EXPECTED OUTCOMES RESULTING FROM THESE EFFORTS INCLUDE THE FOLLOWING: INCREASED ORGANIC MATTER USE IN THE SOIL DUE TO COVER CROP ENHANCEMENTS, INCREASED FUNGAL AND MICRO-ORGANISMS TO ENHANCE SOIL HEALTH, DECREASED SOIL EROSION FROM THE STREAM BANK, AND A STABILIZED STREAMBANK ON THE MINNESOTA RIVER BASIN. THE INTENDED BENEFICIARIES INCLUDE LOWER SIOUX INDIAN COMMUNITY (LSIC), DAKOTA HOMELAND, THE RESIDENTS OF THE MINNESOTA RIVER BASIN, AND THE RESIDENTS OF MISSISSIPPI RIVER/ATCHAFALAYA RIVER BASIN (MARB).
