About this award

The U.S. Department of the Interior Fish and Wildlife Service awarded $175,488 to the State of Utah, Division of Wildlife Resources (UDWR) under the Sport Fish Restoration program (CFDA 15.605) for the period July 1, 2025 through June 30, 2026. This formula grant supports the development of boating infrastructure management systems designed to enhance recreational boating experiences and optimize maintenance of existing boater access facilities across Utah. The primary deliverable is a Boat Utah mobile application and supporting infrastructure database that enables boaters to plan trips, access real-time facility conditions, and submit satisfaction ratings, while allowing UDWR managers to inventory boating access infrastructure, track installation dates, and prioritize maintenance investments on a statewide basis.

The grant addresses sustained increases in boating participation in Utah by leveraging nearly 1.3 million dollars in annual investments made over the past 30 years through the Wildlife and Sport Fish Restoration Boater Access Program. The mobile application features map-driven navigation enabling users to query boating destinations by activity type, facility location, and visitation levels, while the backend database system provides managers with tools to document installed components, estimated useful life assessments, and condition evaluations. This integrated technology approach supports UDWR's strategic objectives of delivering satisfying boating experiences and addressing deferred maintenance while ensuring efficient allocation of boating infrastructure resources across the state.

Description

In order to keep up with demand utah division of wildlife resources has worked with the wildlife and sport fish restoration boater access program and state partners to invest nearly 1.3 million annually toward boating infrastructure development and maintenance efforts over the past 30 years. Providing satisfying boating experiences and heading off deferred maintenance are critical strategic objectives necessary to maintaining or augmenting existing boater participation rates. In order to provide boaters with satisfying experiences udwr is proposing the development of a boat utah mobile application and database that allows boaters to plan trips in a manner that meets expectations and allows boaters to share their satisfaction ratings with boating access during their current trip publicly. Udwr is proposing that this trip planner be related with a developed infrastructure database where udwr and partner personnel can inventory and assess condition of existing boater access infrastructure across utah allowing for appropriate annual investment in boater infrastructure maintenance needs at a statewide scale. Users of the map driven mobile application will be able to query possible boating destinations by activity facility location and visitation. Boaters using the application will be able to upload real time information regarding current conditions and will be able to view other reviews to aid them in their choice of destination. Managers will also populate the database with information for installed components at particular sites. For example managers will be capable of creating new infrastructure and entries and identifying the date of installation and estimated useful life for the install. These infrastructure entries will populate facility data for boater queries while creating an inventory of boater infrastructure across utah. The inventory and associated install date and estimated useful life data will be used to develop a replacement calendar and calculate estimated annual maintenance and replacement costs. These costs will be balanced with installation of new boater access infrastructure to avoid deferred maintenance issues.
