About this award

The County of Horry received $168,117.00 through the Emergency Solutions Grant (ESG) Program (CFDA 14.231), administered by the U.S. Department of Housing and Urban Development's Assistant Secretary for Community Planning and Development. The award, dated September 11, 2025, with a completion date of September 10, 2027, funds homelessness intervention and housing stabilization services in Conway, South Carolina. Under this formula grant allocation, Horry County will implement ESG-eligible activities across five core program components: street outreach services to engage unsheltered individuals; emergency shelter operations and facility improvements; essential services for shelter residents; homelessness prevention assistance; and rapid re-housing services with rental assistance to transition homeless individuals and families into permanent housing.

The ESG funding supports the County of Horry's comprehensive approach to addressing housing instability by combining immediate shelter solutions with longer-term housing stability interventions. Permissible activities include emergency shelter rehabilitation and conversion, operational expenses for shelter facilities, essential support services, rental assistance and housing relocation services for rapid re-housing, homelessness prevention aid to avert housing loss, and Homeless Management Information System (HMIS) data collection. The award also covers eligible administrative activities necessary for program implementation and compliance with federal regulations under 24 CFR Part 576. Recipients are required to maintain detailed records for five years and submit annual action plans as part of their Consolidated Plans to HUD for review and approval.
