About this award

The Department of Housing and Urban Development's Assistant Secretary for Community Planning and Development awarded County of Onondaga $173,796 in Emergency Solutions Grant (ESG) funding on September 17, 2025, under CFDA 14.231, with performance through September 16, 2027.

The ESG program authorizes recipients to use funds for five program components: street outreach, emergency shelter operations, homelessness prevention, rapid re-housing assistance, and Homeless Management Information System (HMIS) development, plus administrative activities. Eligible uses include rehabilitation or conversion of buildings for emergency shelter, payment of expenses related to operating emergency shelters, essential services for shelter residents and unsheltered individuals, and housing relocation and stabilization services to help individuals and families exit homelessness or prevent housing loss.

Onondaga County, doing business as Management & Budget, is a local government entity serving approximately 460,000 residents across its jurisdiction. Performance occurs in Syracuse, New York. The award is structured as a formula grant, which allocates funds based on statutory criteria rather than competitive application; formula allocations may not be appealed. Recipients must maintain records for five years or as specified under 24 CFR 576.500(y) and comply with single or program-specific audit requirements if federal expenditures reach $750,000 or more annually.

Intended beneficiaries
Eligible recipients of the ESG funds generally consist of metropolitan cities, urban counties, territories, and states, as defined in 24 CFR 576.2.
