About this award
The Department of Housing and Urban Development's Assistant Secretary for Community Planning and Development awarded $211,136 to Utica City Hall's Urban and Economic Development Division on December 5, 2025, under the Emergency Solutions Grant Program (CFDA 14.231), a formula grant that funds street outreach, emergency shelter operations, homelessness prevention, rapid re-housing assistance, and homeless management information systems for individuals and families experiencing homelessness or housing crises.
The ESG program authorizes recipients to rehabilitate or convert buildings into emergency shelter, pay operating expenses for emergency shelters, provide essential services to shelter residents and unsheltered populations, and deliver homelessness prevention and rapid re-housing assistance. Utica City Hall may also use ESG funds for HMIS activities and administrative expenses. The award carries a period of performance through December 4, 2027, with place of performance in Utica, New York. ESG is a formula allocation program; recipients incorporate proposed ESG projects into their Consolidated Plans, which HUD reviews against criteria in 24 CFR 91. Recipients must establish and maintain records for the greater of five years or the period specified under 24 CFR 576.500(y) to enable HUD to verify compliance with ESG requirements.
