Description
The department has utilized an existing process to solicit applications from small communities, has evaluated the applications on the criteria identified through the small, underserved, and disadvantaged communities grant program, and has determined that the town of cheraw and the town of DE beque meet the criteria and deserve funding. The town of cheraw has been operating under a cdphe enforcement order since 2009 for radium exceedances. Currently, the average radium content of the treated water is 8.04 PCI/l, which exceeds the maximum contaminant level of 5 PCI/l. In addition, the town of cheraw will repair their finished water storage tank, which is leaking and allows for potential contamination of the finished drinking water supply. To complete this project, the town of cheraw will be awarded $400,000: $376,267 of sudc funding and $23,733 of small communities grant (state funding) to submit plans and specifications to the department for review and approval, install a radium removal treatment system, and install a new elevated water storage tank. The intent of this project is to bring the town of cheraw's radium levels into compliance with the maximum contaminant levels. More information about this project is available the town of DE beque completed a capital improvement plan in 2017, which recommended several improvements to the town's water treatment system. The project seeks to implement those recommendations while addressing the elevated tthm levels. The improvements include the addition of a second microfiltration skid, identifying and possibly implementing other disinfection processes such as UV to reduce/eliminate tthms, possible chlorine booster, install a SCADA system, and evaluating storage tank piping to review water aging/circulation as a possible means of reducing tthm levels. The town is planning on applying for a state revolving fund loan to fund part of the project. The total estimated cost for the project is $700,000. The town will be awarded $191,013 of sudc funding and will use the SRF loan to fund the remainder of the project.
