About this award
The National Highway Traffic Safety Administration awarded the North Carolina Department of Transportation $916,772.68 on October 1, 2025, under the Section 405(G) Nonmotorized Safety Grant program (CFDA 20.616) to support programs that decrease nonmotorized road user fatalities involving motor vehicles. North Carolina qualifies for this funding because its annual combined nonmotorized road user fatalities exceed 15 percent of the state's total annual crash fatalities, as determined by NHTSA using the most recent calendar year of final FARS data.
The award funds countermeasure strategies and planned projects detailed in NCDOT's approved Triennial Highway Safety Plan and Annual Grant Application. Activities reduce crashes, injuries, and fatalities resulting from motor vehicle crashes involving nonmotorized road users. The funds are apportioned using the statutory formula established in 23 U.S.C. § 405(G) and 23 C.F.R. § 1300.26.
The period of performance runs from October 1, 2025, through September 30, 2029. Place of performance is Raleigh, North Carolina. Federal share is reimbursed on claims submitted in vouchers covering costs incurred. NCDOT has converted to the Electronic Transfer of Funds method for all federal grant receipts.
Description
Section 405(g) nonmotorized safety grant (23 C.F.R. § 1300.26; 23 U.S.C. § 405(g)) ― grant to support programs to decrease nonmotorized road user fatalities involving a motor vehicle in transit on a trafficway consistent with 23 C.F.R. § 1300.26(e). 405(g) funding is available to qualifying states where the state's annual combined nonmotorized road user fatalities exceed 15 percent of the state's total annual crash fatalities based on the most recent calendar year for which final fars data are available, as determined by nhtsa. These funds are apportioned using statutory apportionment formula. These funds are provided to the state and territorial highway safety offices based on an approved triennial highway safety plan that details problem identification, public participation and engagement, performance measures, countermeasure strategies for programming funds and an approved annual grant application that details planned projects using identified countermeasure strategies for programming funds to help reduce crashes, injuries and fatalities resulting from motor vehicle crashes.
