About this award
The Federal Highway Administration (FHWA) awarded a Formula Grant of $1,084,776 to the Pennsylvania Department of Transportation under the Highway Planning and Construction program (CFDA 20.205) on June 17, 2025, with an ultimate completion date of October 9, 2027. This award funds the Butler-Freeport Community Trail Stream Bank Stabilization project, which encompasses bicycle and pedestrian facilities along the Butler-Freeport Community Trail in Butler Township, Butler County, Pennsylvania. The project scope extends from Station 0+00 to Station 26+42.54 and includes construction activities identified in the approved bid package drawings.
The primary deliverables under this award consist of stream bank stabilization and trail preservation work. Specifically, the project involves placement of R-8 riprap along eroded and undercut sections of the Butler-Freeport Community Trail to prevent further degradation, and removal of a gravel bar from Little Buffalo Creek that contributes to ongoing trail erosion. A sub-award was issued to Buffalo Township on March 19, 2025, supporting the bicycle and pedestrian facilities component of the trail project. These improvements align with the Highway Planning and Construction program's eligibility for pedestrian and bicycle infrastructure projects, which are exempt from standard functional classification restrictions under federal-aid highway funding.
