As a formula grant recipient under federal Indian policy, the tribe qualifies for direct tribal allocations under section 418 of the Social Security Act. The tribe must designate a lead agency, develop and maintain a CCDF plan with public notice and hearing requirements, establish a sliding fee scale, and coordinate service delivery with other federal, state, and local child care and early childhood development programs. Lead agency and sub-recipient records must be retained for three years following submission of financial reports; tribal construction or renovation records carry extended retention requirements tied to facility use and final disposition of pending matters.
