About this award

The Executive Office of the State of Utah, through its Governor's Office of Planning and Budget, was awarded a $252,535 Formula Grant under the U.S. Department of Justice's (DOJ) Residential Substance Abuse Treatment (RSAT) for State Prisoners Program (CFDA 16.593). The goal of the RSAT program is to assist state, local, and tribal efforts to increase access to evidence-based substance use disorder (SUD) treatment and reduce overdose deaths among incarcerated populations.

The funding will support the implementation of a competitive process to identify one or more subgrantees to receive the RSAT funding. The subgrants will be awarded to eligible units of local county and tribal governments based on the quality of their proposals, with priority consideration given to programs located in rural and tribal areas. The subgrantees will be expected to establish or maintain residential SUD treatment programs within correctional facilities, utilize evidence-based practices, and ensure continuity of care and recovery support services for participants upon release to the community. The award has a performance period from October 1, 2024 through September 30, 2028.

Description

In april 2025, ccjj will issue a request for proposals for the FY 2024 rsat funds to all eligible units of local county and tribal governments. Completed proposals will be due to ccjj in may 2025. A committee composed of individuals who are experts in substance use disorder treatment and the corrections population, and who are knowledgeable about evidence-based practices for treating the substance use disorders of individuals in the criminal justice system, will be established to prepare the proposal, review and score the proposals, request any clarifications or additional information required of applicants, and formulate recommendations for funding to be submitted to ccjj. The funding recommendations will be presented to ccjj for consideration and final approval at the commissions june 2025 meeting. Subgrants will be finalized, and programs initiated by july 1, 2025. Rsat funds will be awarded to one or more applicants on the basis of the quality of the proposals received, while giving priority consideration to programs located in rural and tribal areas, including the applicants: need for rsat funding; ability to meet rsat requirements for jail-based substance use disorder treatment programs; plan to ensure continuing care/recovery support (aftercare) services following completion of the jail-based program and release to the community; plan to utilize evidence-based programs/practices; demonstrated success in meeting previous rsat subgrantee program objectives where applicable; and ability to meet other requirements established by ccjj.
