About this award
The Rhode Island Department of Corrections received a $197,621 Formula Grant award from the U.S. Department of Justice's Bureau of Justice Assistance under the Residential Substance Abuse Treatment (RSAT) for State Prisoners Program (CFDA 16.593). This 4-year grant, effective October 1, 2023, will support a residential substance use disorder treatment program for up to 100 adult male inmates incarcerated at the state's medium security facility. The program offers a 4-6 month treatment phase followed by a 6-month recovery phase, providing intensive substance abuse treatment, medication-assisted treatment, recovery case management, and transitional planning services to address housing, finance, family reunification, and community-based aftercare. The Department will work with the Providence Center vendor to deliver these evidence-based treatment and reentry services to break the cycle of substance abuse and criminal behavior among the target population.
Description
The program offers a four and six-month treatment phase followed by a six-month recovery phase that can accommodate up to 100 offenders at a time. The goals of the program are to provide intensive substance use disorder treatment and recovery case management services to include discharge planning for those participants who will be prepared for RE-integration into the community. Drug treatment services are provided through the RFP selected vendor, the providence center (TPC). All individuals referred to program are assessed for history of substance use and prior treatment/recovery experiences. Individual treatment plans are developed and implemented. Participants are tested for drugs of abuse as an integral part of the treatment program according to established department protocols. Transitional planning begins immediately upon assignment to the unit, which includes a written plan to deal with transitional issues including plans for housing, finance, family reunification, and community substance use disorder treatment/recovery services following discharge from prison. This discharge plan is developed with treatment staff as well as the division of probation and parole. Medication assisted treatment (mat) services are provided to all incarcerated individuals in every facility who are screened and assessed as appropriate. These services are provided to participants of this program as well.
