About this award
The Department of Justice Office of Justice Programs Bureau of Justice Assistance awarded the Chino Valley Unified School District $999,636 under the STOP School Violence Program (CFDA 16.839) from October 1, 2021 to September 30, 2024. The award will support training and threat assessment services to improve school security. Specifically, the district will provide youth mental health first aid training, implement an evidence-based anti-bullying program in secondary schools, and receive technical assistance to enhance threat assessments and school safety audits. The district will collaborate with local law enforcement and mental health partners to conduct robust training, update security plans and protocols, implement an enhanced threat assessment program, and enhance an anonymous tip line. The funding will allow the district to deliver these services across its 31 schools serving over 26,000 students in the Chino, Chino Hills, and Ontario communities.
Description
The enrollment for the 20-21 school year was 26,524 students in grades k through 12. Cvusd serves four high schools, five junior high schools, twenty-one elementary schools, two continuation schools, an adult school and one charter school. All cvusd schools, students and staff members will benefit from this solicitation. Our request is aligned with the purpose of this grant and includes: both services areas: 1) training and 2) threat assessments and technology solutions. Programs and activities include training to support identifying and intervening with students who may pose a risk to self or others, which includes youth mental health first aid and working with our county department of mental health. We are also incorporating safe school ambassadors, an evidence-based anti-bullying program, for all secondary schools (10). Cvusd will receive training and technical assistance to enhance individual threat assessments and conduct school safety audits, which include training in crime prevention through environmental design, emergency exercises/drills, and updated plans, policies, and procedures. Cvusd's management and implementation plan is based on collaboration with key partners (chino police department, ontario police department, the SAN bernardino county sheriff's department, and the SAN bernardino county department of behavior health). Our application includes resumes for key personnel, a timeline, and a memorandum of understanding with community partners. Our overarching objective is to improve our security at cvusd school sites by providing students and teachers with the tools they need to recognize, respond quickly to, and help prevent acts of violence and ensure a positive school climate. Related goals and objectives include: 1) conducting a robust training program; 2) enhancing plans, policies and protocols; 3) implementing an enhanced threat assessment program that addresses individuals who are at risk for harming self or others as well as school security surveys and audits; and 4) enhancing the anonymous tip line to include telephone, text, web-based solutions, as well as active monitoring and response. Cvusd has designed a management plan to achieve all the objectives of the proposed program on time and within budget, including clearly defined responsibilities of staff, community partners, and contracted service providers.
