DESCRIPTION:THIS AGREEMENT IS TO AN ELIGIBLE STATE OR TRIBE TO IMPLEMENT A PROGRAM TO PROVIDE DRINKING WATER PROGRAM ASSISTANCE TO UNDERSERVED, SMALL AND DISADVANTAGED COMMUNITIES. FUNDS ARE TO CARRY OUT PROJECTS AND ACTIVITIES NEEDED FOR PUBLIC WATER SYSTEMS TO COMPLY WITH THE SAFE DRINKING WATER ACT, PROGRAMS TO PROVIDE HOUSEHOLD WATER QUALITY TESTING, AND ACTIVITIES FOR A STATE TO RESPOND TO A DRINKING WATER CONTAMINANT.ACTIVITIES:ANRC WILL USE THIS GRANT TO CONTRACT FOR CONSOLIDATION STUDIES OF HISTORICALLY DISADVANTAGED COMMUNITIES AS IS DEFINED BY THEIR AFFORDABILITY CRITERIA. THEY WILL CONDUCT THESE STUDIES IN A PRIORITIZED LIST MADE UP OF 19 REGIONS.SUBRECIPIENT:NO SUBAWARDS ARE INCLUDED IN THIS ASSISTANCE AGREEMENT.OUTCOMES:ANTICIPATED DELIVERABLES ARE (1) WATER SYSTEMS WITH A HISTORY OF NON-COMPLIANCE WILL RECEIVE THE TECHNICAL ASSISTANCE NECESSARY TO DIRECT THEIR LIMITED RESOURCES IN AREAS THAT WILL IMPROVE WATER QUALITY AND COMPLIANCE; AND (2) IMPROVED PLANNING WHICH WILL ALLOW FOR MORE EFFECTIVE INVESTMENT OF FEDERAL AID SO THAT THE LIMITED RESOURCE CAN PROVIDE LONG TERM BENEFIT TO A LARGER NUMBER OF ARKANSANS. THE EXPECTED OUTCOMES ARE (1) PUBLIC WATER SYSTEMS IN SMALL AND DISADVANTAGED COMMUNITIES [IN ARKANSAS] WILL BE MORE ABLE TO PROVIDE THE COMMUNITY WITH CONSISTENTLY SAFE DRINKING WATER; AND (2) THE RESOLUTION OF LEGACY NON-COMPLIANT SYSTEMS WHICH WILL ALLOW REGULATORY AGENCIES TO FOCUS THEIR RESOURCES IN DIFFERENT AREAS TO IMPROVE THE STANDARD OF QUALITY STATEWIDE. INTENDED BENEFICIARIES ARE ALL RESIDENTS AND CITIZENS OF ARKANSAS.
