DESCRIPTION:THIS AGREEMENT WILL PROVIDE FINANCIAL ASSISTANCE TO THE RECIPIENT FOR THE IMPLEMENTATION OF ITS PROGRAM TO ENSURE THAT UNDERGROUND SOURCES OF DRINKING WATER ARE PROTECTED FROM ENDANGERING INJECTION ACTIVITIES, IN WHICH TREATED WASTE WATER IS INJECTED INTO THE GROUND BETWEEN IMPERMEABLE LAYERS OF ROCK FORMATION. NEW MEXICO ENERGY MINERALS AND NATURAL RESOURCES WILL CONTINUE GENERAL UNDERGROUND INJECTION CONTROL PROGRAM ADMINISTRATION AND CARRY OUT ACTIVITIES NECESSARY TO PERMIT AND MONITOR THE CONSTRUCTION AND OPERATION OF ALL CLASSES OF INJECTION WELLS IN A MANNER THAT PROTECTS UNDERGROUND SOURCES OF DRINKING WATER IN NEW MEXICO.ACTIVITIES:THE ACTIVITIES TO BE PERFORMED INCLUDE THE DEVELOPMENT AND MAINTENANCE OF INVENTORIES OF INJECTION SYSTEMS; THE DEVELOPMENT AND MAINTENANCE OF DATABASES HOUSING COMPLIANCE INFORMATION ON UNDERGROUND INJECTION WELL ACTIVITIES; THE IMPLEMENTATION OF PERMITTING ACTIVITIES; AND THE IMPLEMENTATION OF ENFORCEMENT PROGRAMS.SUBRECIPIENT:NO SUBAWARDS ARE INCLUDED IN THIS ASSISTANCE AGREEMENT.OUTCOMES:DELIVERABLES WILL INCLUDE: MAKING PERMIT DETERMINATIONS; PROVIDING INJECTION WELL OPERATORS AND PERMIT APPLICANTS WITH AS-NEEDED ASSISTANCE DURING THE WELL PERMITTING PROCESS AND AFTER PERMIT ISSUANCE TO ENSURE EFFICIENT INJECTION WELL OPERATION AND COMPLIANCE WITH STATE AND FEDERAL REQUIREMENTS THE ANTICIPATED OUTCOME(S) ARE THAT UNDERGROUND SOURCES OF DRINKING WATER ARE PROTECTED FROM UNDERGROUND INJECTION ACTIVITIES. THE BENEFICIARIES OF THIS GRANT AGREEMENT ARE THE CITIZENS OF THE STATE OF NEW MEXICO.
