About this award

The Bureau of Reclamation awarded a $424,359 Cooperative Agreement to National Experienced Workforce Solutions, Inc. under the Experienced Services Program (CFDA 15.070) effective June 2, 2025, through March 31, 2028. Under this agreement, the awardee provides senior policy advisory services to support the Department of Interior and Bureau of Reclamation's mission to operate the Central Valley Project (CVP) and State Water Project (SWP). The services leverage experienced professionals aged 55 and older to fill technical expertise gaps in water resource policy, environmental compliance, and stakeholder coordination.

Specific deliverables include developing policy direction on complex water resource topics related to CVP and SWP long-term operations; reviewing and providing comments on environmental compliance documentation; analyzing real-time implementation issues related to biological opinions governing CVP and SWP operations; and coordinating with federal agencies including the U.S. Fish and Wildlife Service, National Marine Fisheries Service, and Department of Interior Solicitor's Office. This engagement allows the Bureau to supplement its internal capacity with institutional knowledge and expertise in state and federal water policy, regulations, and past consultation efforts while maintaining continuity in water resource management operations across California.
