Description

Wisconsin core state injury prevention program (sipp) - WI core sipp project abstract summary the wisconsin department of health services (DHS) is applying for the national centers for injury prevention and control (ncipc), core state injury prevention program (sipp) funding opportunity (CDC-RFA-CE21-2101), base option. In wisconsin, the number of injury deaths increased by 40% over the past decade (2010-2019) and, in 2019, unintentional injuries ranked as the third leading cause of death for all ages and first cause of death for those aged 1 through 44. Injury morbidity continues to greatly impact wisconsin residents as well with some communities experiencing disproportionate burden. Communities of color experience higher rates of injury morbidity and mortality overall and for certain specific injuries (such as self-harm). In addition, youth and young adults and the elderly experience disproportionate burden for specific injury types and outcomes. The focus of this award supports work that will address disproportionate burden and matches well with WI DHS priority focus on health equity and addressing disparities. As an awardee of CDC's core state violence and injury prevention program (CDC-RFA-CE16-1602), wisconsin has had the opportunity since 2016 to enhance our injury and violence prevention infrastructure, partner networks, and expertise. Wisconsin is well positioned to advance engagement in robust state-based surveillance, strengthen strategic collaborations with our partners, and assure continued injury prevention assessment and evaluation to inform public health action. The strategies and activities outlined in this proposal address each of three priority injury areas identified in the notice of funding opportunity-adverse childhood experiences (aces), transportation safety, and traumatic brain injury – with an additional priority selection of self-harm. The proposal focuses on: 1) data surveillance and utilization to assess disproportionately-affected populations to drive evidence-based public health actions; 2) strengthening partnerships and collaborations with an emphasis on multi-sectoral partnership, specifically the statewide advisory council, wisconsin violence and injury prevention partnership; and 3) strengthen and increase capacity around knowledge of risk and protective factors and appropriate evidence-informed strategies to address needs among disproportionately-affected communities. Wisconsin has detailed a year one work plan and approach in the proposal with activities across the three base strategies and assigned performance measures to assure monitoring and continuous assessment and documentation of our progress. The approach described in this proposal will assure multiple positive outcomes (short, mid- and long-term) outlined in the CDC core sipp logic model.
