About this award
The Department of Agriculture Animal and Plant Health Inspection Service awarded the Oklahoma Department of Agriculture, Food, and Forestry a cooperative agreement totaling $239,920 on April 1, 2026, under the Plant and Animal Disease, Pest Control, and Animal Care program (CFDA 10.025) to maintain and improve animal disease traceability across Oklahoma.
The recipient will conduct traceability performance measures in collaboration with the USDA Animal Identification Coordinator, including conducting National Premises Test (NPT) and real traces using official identification at slaughter facilities and through public record requests. Oklahoma will administer and document official identification records, expand electronic record-keeping by distributing RFID tags through collaboration with USDA APHIS VS, and maintain the USAHERDS database for electronic record documentation and ECVIS provision. The recipient will assign and apply RFID tags at all 53 Oklahoma markets handling bovine, track all tags issued in the USAHERDS database, inspect all 67 livestock markets quarterly, and conduct stakeholder outreach to educate dealers, agents, producers, veterinarians, and other stakeholders on animal disease traceability and disease response.
The cooperative agreement runs through March 31, 2027, with place of performance in Oklahoma City. Work benefits the Oklahoma Department of Agriculture, Food, and Forestry; Oklahoma livestock producers; 67 livestock markets; and Oklahoma's local cattle herd of 1.95 million animals. No subrecipients are involved.
Description
This facilitates disease response by being able to quickly identify movements of an infected/infested/exposed animal which allows for decreased disease spread and response time. OK will meet the needs for traceability, preparedness, response, and outreach necessary to protect american agriculture and accomplish VS mission goals. This cooperative agreement's activities will include traceability performance measures. OK will work with our USDA animal identification coordinator (AIC) to conduct all applicable NPT and real traces (slaughter reactors, public record requests) that use official ID. OK will maintain the administration and documentation of official identification, information sharing and expansion of electronic records by continuing to work with USDA aphis VS in oklahoma to distribute rfid tags. This will increase the potential of a fully electronic system to minimize data entry errors, go paperless, and enhance ADT. OK will maintain outreach to educate dealers, agents, producers, veterinarians, and other stakeholders on ADT and animal disease. Oklahoma will continue use of usaherds database to document electronic records and provide ecvis. The deliverables and expected outcomes of this cooperative agreement are to improve NPT and real traces that use official ID, to include data entry; assign and apply rfid tags at all 53 OK markets handling bovine; track all tags issued, by entering data into usaherds database; attend all local, state, regional and national meetings to discuss traceability with stakeholders; inspect all 67 markets quarterly; educate stakeholders on ADT. The intended beneficiaries for this cooperative agreement are the following: oklahoma department of agriculture, food, and forestry, oklahoma producers, 67 livestock markets, the local cattle herd of 1.95 million.
