About this award
The Department of Agriculture Animal and Plant Health Inspection Service awarded the Trade and Consumer Protection Wisconsin Department of Agriculture Management Services Division a Cooperative Agreement totaling $253,849 on September 24, 2025, under the Plant and Animal Disease, Pest Control, and Animal Care program (CFDA 10.025).
The funding covers unexpected costs arising from Wisconsin's highly pathogenic avian influenza outbreak response that began in September 2025. Deliverables include state responder overtime, personnel travel and lodging expenses, personal protective equipment and disposable disease response supplies, equipment, and contractor support. Wisconsin responders conduct quarantine issuance and notification, disease surveillance in control areas and surveillance zones, biosecurity monitoring on infected premises, monitoring of infected poultry euthanasia and carcass disposal, cleaning and disinfection monitoring, permit approval for movement of feed and supplies into or out of control areas, stakeholder outreach, investigation of sick bird calls, environmental sampling, real-time disease response reporting, and incident document management. Expected outcomes include facilitating timely return to normal poultry production and trade within Wisconsin and with other states, promoting robust biosecurity to minimize further HPAI transmission, enabling infected premises to resume production at the earliest opportunity, maintaining stakeholder and consumer outreach, and sustaining surveillance and investigation capabilities for early detection should HPAI re-emerge.
Performance period runs through September 23, 2026, with all work performed in Wisconsin.
