About this award

This Cooperative Agreement award, provided by the U.S. Environmental Protection Agency (EPA) under the Congressionally Mandated Projects program (CFDA 66.202), provides $585,000 in funding to the Citrus Heights Water District (CHWD) to implement a project to equip and test a municipal water supply well. The project aims to supplement surface water entitlements, enhance the reliability and redundancy of water supplies, and provide price stability for the CHWD's customers, particularly in the event of drought or surface water curtailment. The well will utilize aquifer storage and recovery (ASR) technology to allow for the injection of surface water into a groundwater aquifer for storage. This is expected to allow the CHWD to forgo up to 900 acre-feet per year (AFY) of its surface water supplies, particularly during constrained hydrologic periods. The award has a period of performance from June 15, 2024, to June 30, 2029.

Description

This agreement provides funding to citrus heights water district (chwd) to implement its project which consists of equipping and testing of a municipal water supply well within the service area of the chwd. The proposed project will supplement surface water entitlements in the event of a long- or short-term drought or surface water curtailment. Enhance the reliability and redundancy of water supplies that are available to serve the chwd's customers. Provide price stability in anticipation of projected price increases for water purchases. The facilities constructed under the proposed project would directly serve to operate and maintain the groundwater basin for use in drought years through conjunctive use, and water efficiency/conservation programs, as directed in the 2022 consolidated appropriations act. This assistance agreement provides full federal funding in the amount of $585,000. Pre-award cost have been approved back to 6/15/2024.activities:this groundwater well, constructed with aquifer storage and recovery (ASR) technology, will allow the injection of surface water into a groundwater aquifer for storage. In addition, IT may aid in the migration of a tetrachloroethylene (PCE) plume found along the district's north-west border. As a member of the sacramento water forum which works to protect the lower american river by reducing reliance on the river for water supplies and increasing residential water efficiency, the chwd hopes to further the forum's mission to mitigate harmful impacts to aquatic species by reducing municipal water sourced from the river generally.subrecipient:no subawards are included in this assistance agreement.outcomes:the new well will provide additional and reliable water source at the local level (community of citrus heights) and help preserve water resources for the greater regional area outside of sacramento, CA. The project will allow the citrus heights water district to forgo up to 900 AFY of its surface water supplies, especially during constrained hydrologic periods.
