About this award
The U.S. Environmental Protection Agency (EPA) Region 9 awarded the City of Lomita a $940,000 Cooperative Agreement on September 1, 2025, under the Congressionally Mandated Projects program (CFDA 66.202) to replace existing water main infrastructure. The project encompasses the replacement of approximately 6,600 linear feet of water mains across four city streets: Narbonne Avenue, Walnut Street, Ebony Lane, and 247th Place. In addition to main line replacement, the project includes installation of associated infrastructure components such as manhole lids, vault boxes, fire hydrants, and water meter lids. The City of Lomita will execute all construction activities with full federal funding, with project completion anticipated by January 31, 2027.
Construction activities include standard infrastructure development phases: mobilization, trenching, abandonment of existing pipe, new pipe installation and testing, backfilling, pavement removal and replacement, striping, and demobilization. The work is organized into two distinct phases—the Narbonne South portion (approximately 1,600 linear feet with a 6-month construction duration) and the Zone G portion (approximately 5,000 linear feet with a 9-month construction duration)—allowing for staged project execution across the municipality's water distribution system.
