About this award

EPA Region 9 awarded the City of Hemet a $1.5 million Cooperative Agreement on November 1, 2025, to replace aging water transmission and distribution lines under the Congressionally Mandated Projects program (CFDA 66.202), as directed in the 2023 Consolidated Appropriations Act.

The City of Hemet will install new 16-inch and 8-inch water mains through excavation, pipe alignment and joining, and backfilling along designated routes. Construction staging includes temporary material and equipment storage areas positioned to minimize disruption in residential and commercial zones. The City will implement traffic control and safety measures, including marked detours, advance notifications of access changes, and flaggers or temporary traffic signals at work zones. Following testing and operational verification of the new lines, the existing 14-inch water mains will be decommissioned using either abandonment in place (filling with specialized slurry) or removal (cutting, capping, and extracting the old mains).

Work is performed in Hemet, California. The period of performance runs through October 31, 2027. Pre-award costs are approved retroactively to November 1, 2025. The award provides full federal funding with $1.5 million obligated.
