About this award

The Environmental Protection Agency (EPA) Region 9 awarded a Cooperative Agreement to the San Juan Water District (SJWD) on May 1, 2025, in the amount of $1,250,000 in federal funding under the Congressionally Mandated Projects program (CFDA 66.202). This funding, authorized by the 2024 Consolidated Appropriations Act, supports the construction of a replacement reservoir for the Kokila Reservoir facility located in Granite Bay, California. The project involves taking the existing reservoir offline, draining it, regrading the site to raise the bottom elevation, and constructing a new fixed-wall tank to replace the original infrastructure. A contractor will be selected to execute the construction activities, which will be funded through a combination of federal funds and non-federal match resources.

The primary deliverables include construction progress reports and photographic documentation throughout the project period, which extends through April 30, 2030. The anticipated outcomes include improved water management efficiency for SJWD during drought conditions by minimizing water contamination losses, reducing leak-related water loss over the facility's operational lifespan, and generating energy savings through optimized pumping schedules that leverage lower energy demand periods. The project will benefit thousands of downstream businesses and consumers within the SJWD retail service area. No subrecipient awards are included in this Cooperative Agreement.
