About this award
This Cooperative Agreement award of $1,250,000 from the U.S. Environmental Protection Agency (EPA), under the Congressionally Mandated Projects program (CFDA 66.202), will fund the design of a system-wide Per- and Polyfluoroalkyl Substances (PFAS) treatment improvement project for the City of Downey, California. The project aims to design two water treatment plants with a combined capacity of 22 million gallons per day to address PFAS contamination in the city's groundwater wells. The award will also cover upgrades to well site electrical systems, seismic retrofitting of an existing reservoir, and the purchase of property for the northerly treatment plant. The project will enable the city to meet its potable water demands without relying on costly imported water. The award period is from July 1, 2025, to October 1, 2027.
Description
The objective of the city of downey system-wide per- and polyfluoroalkyl substances (PFAS) improvements is to design treatment improvements that will treat PFAS contamination in the city's active groundwater wells. Since the city is completely reliant on local groundwater supplies, designing of a PFAS treatment facility and associated improvements are necessary for the city to meet its potable water demands without relying on limited, environmentally sensitive, and costly imported water. This assistance agreement provides full federal funding in the amount of $1,000,000. See terms and conditions. Activities:the city of downey system-wide per- and polyfluoroalkyl substances (PFAS) improvements - design project will apply the findings from the system-wide PFAS analysis to develop construction plans and specifications for the proposed treatment facilities and will require the purchase of land necessary to implement such improvements. With PFAS impacting all of the city's groundwater wells, improvements will be necessary throughout the entire city limits to accommodate treatment of city wells. Subrecipient:no subawards are included in this assistance agreement.outcomes:the initial phase of improvements for which this grant is being used includes the design of two water treatment plants with a combined capacity of 22 MGD necessary to meet the drinking water, health, sanitation, and fire protection needs of the city's population. The southerly treatment plant would be located at the city utilities yard while the northerly plant would be located at a currently vacant piece of land in the north part of the city. Included with the design phase of this project are upgrades to well site electrical systems, seismic retrofit of the city's existing 5 MG reservoir located at the utilities yard, and purchase of the northerly property in order to have the space necessary to implement the northerly treatment improvements. A second phase of improvements not associated with the grant includes the design of the water distribution and transmission pipeline improvements from the city wells to the treatment plants and from the treatment plants back out to the city's existing water distribution and transmission pipeline system.
