About this award
The American Public Human Services Association (APHSA) received a $1.6 million Cooperative Agreement from the Administration on Children, Youth and Families under the Adoption Opportunities federal grant program (CFDA 93.652), effective September 30, 2025 through September 29, 2026. The award funds continued development and implementation of the National Electronic Interstate Compact Enterprise (NEICE), a secure electronic system that expedites the exchange of data and documents required for interstate child placements in foster care and adoption. NEICE enables states to process interstate placement cases electronically in compliance with the Family First Prevention Services Act of 2018 mandate requiring all states to utilize electronic processing by 2027.
As the secretariat for the Association of the Administrators of the Interstate Compact on the Placement of Children, APHSA will advance full implementation of NEICE to support the 47 states currently onboarded and assist the three remaining states in completing their onboarding. The system improves operational efficiency and accountability in interstate child placements while facilitating compliance with federal regulatory requirements. This continuation award represents federal partnership to ensure nationwide adoption of electronic case processing infrastructure across all jurisdictions.
