About this award

The Department of Justice Office of Justice Programs Bureau of Justice Statistics awarded a $1.25 million Cooperative Agreement to the Criminal Justice Planning Agency on July 1, 2026, to implement Phase II of the Commonwealth of the Northern Mariana Islands Criminal Justice Information System (CJIS) modernization project under the National Criminal History Improvement Program (NCHIP, CFDA 16.554).

The award funds establishment of a secure cloud-based CJIS environment and centralized message switch connecting the Department of Public Safety, Department of Corrections, Judiciary, Office of the Attorney General, Customs, and Federal partners including the FBI. The project procures Datamaxx Technologies, Inc. to deploy the OMNIXX message broker and Force platform, conduct data migration, and provide operations and maintenance support. Work includes integrating local records management systems and jail management systems and establishing connectivity with the FBI's National Crime Information Center (NCIC), Interstate Identification Index (III), and National Instant Criminal Background Check System (NICS). Funding covers project personnel, training, travel, equipment, utilities, and vendor services.

CNMI currently lacks a centralized CJIS network, limiting real-time criminal justice information sharing among local and federal agencies. Once operational, the network will improve reporting of criminal dispositions, warrants, protection orders, and firearm-prohibiting records while reducing information gaps. The project serves the islands of Saipan, Tinian, and Rota and strengthens coordination between territorial and federal criminal justice partners.

Period of performance runs through June 30, 2029. Place of performance is the Northern Mariana Islands.

Description

The commonwealth of the northern mariana islands (cnmi) criminal justice planning agency (cjpa) seeks FY 2025 consolidated national criminal history improvement program (nchip) funding to implement phase II of the cnmi criminal justice information system (cjis) modernization project. The cnmi remains one of the few united states jurisdictions without a centralized cjis network, limiting the ability of local and federal agencies to share criminal justice information in real time. This project will establish a secure cloud based cjis environment and centralized message switch that will connect the department of public safety, department of corrections, judiciary, office of the attorney general, customs, and federal partners, including the FBI. The project supports the modernization of criminal justice infrastructure and improves the ability to share information critical to public safety, homeland security, and firearm background check reporting. Funding will support project personnel, training, travel, equipment, utilities, and the procurement of datamaxx technologies, INC. To deploy the omnixx message broker and force platform, conduct data migration, and provide operations and maintenance support. The project will integrate local records management systems and jail management systems and establish connectivity with the fbis national crime information center (ncic), interstate identification index (III), and national instant criminal background check system (nics). Once implemented, the cjis network will improve the reporting of criminal dispositions, warrants, protection orders, and firearm prohibiting records while reducing information gaps between agencies.
