About this award
The U.S. Environmental Protection Agency (EPA) Region 10 awarded Lane Council of Governments (LCOG) a cooperative agreement totaling $107,061 under the Regional Wetland Program Development Grants program (CFDA 66.461) to develop geographic information system (GIS) mapping for wetland delineation study areas across Oregon. Initiated June 1, 2025, and scheduled for completion by June 1, 2027, this project will digitize approximately 5,100 wetland delineation study areas from the Oregon Department of State Lands' agency decision files and create standardized GIS polygon datasets for incorporation into the statewide Wetlands Inventory web mapping application. The deliverables include a comprehensive GIS dataset accessible through multiple mapping platforms and state regulatory systems, along with a study report documenting the mapping methodology, process results, and recommendations for completing wetland delineation mapping in Oregon's remaining counties.
The project supports the EPA's wetland program development objectives by enhancing baseline information on wetland extent, condition, and performance to inform state and tribal regulatory programs. By making wetland delineation data publicly available through the state's web mapping application, the initiative will improve decision-making capacity for water resource management at the local and state levels while advancing wetland protection and management efforts across Oregon. No subawards are included in this assistance agreement.
Description
Specifically, the recipient will connect existing and ongoing advances in mapping technology to water resources at the local level and assist the work of state and local governments, and other entities, positioned to make impactful decisions related to those water resources.activities: the activities to be performed include a statewide wetland delineation study area mapping. IT will create geographic information system (GIS) data from oregon department of state lands' (DSL) wetland delineation agency decision files for numerous counties in oregon. The digitized files will ultimately be incorporated into the statewide wetlands inventory (SWI) web map as a GIS polygon dataset and made publicly available. Lcog will apply methodology for mapping wetland delineation data across the entire state, making IT available to numerous mapping platforms, and most importantly, DSL's SWI web mapping application.subrecipient:no subawards are included in this assistance agreement.outcomes:the anticipated deliverables include a GIS dataset reflecting an additional approximately 5,100 wetland delineation study areas across oregon's counties participating in the oregon map (ormap) program, and at least one that is not participating in ormap, and a study report describing the context, process, and results of mapping wetland delineation study areas, including recommendations for completing the wetland delineation study area mapping for the state's remaining counties. The expected outcomes include increased quantity of wetlands, increased quality of wetlands, improved wetland protection efforts, and improved baseline information on wetland extent, condition, and performance to inform state, tribal, and territory regulatory programs. The intended beneficiaries include the residents of the state of oregon.
