About this award
The City of Gustavus received a $3.027M Cooperative Agreement from the Environmental Protection Agency (EPA) Region 10 under the Congressionally Mandated Projects program (CFDA 66.202), awarded July 1, 2025, with a completion date of November 30, 2027. This agreement funds the design, permitting, and construction of a new 6,000-square-foot main building for the City of Gustavus Disposal and Recycling Center (DRC) to replace the city's aging existing facility. The project addresses increased demand for DRC services by providing a larger waste receiving area and appropriately sized equipment infrastructure.
The deliverables include completion of final engineering design, acquisition of a metal building, construction services, and installation of electrical, water, and wastewater systems. The new facility will house a new compactor/baler for solid waste processing and is designed to provide improved worker safety, more efficient landfill dropoff operations, expanded space for recyclable material sorting, and enhanced operational capabilities including concrete push walls, active ventilation, heating, safety bollards, and three-phase power. Engineering design activities are scheduled to commence in May 2025, with construction beginning in the second quarter of 2026. No subawards are included in this assistance agreement.
Description
- Description
- The purpose of this project is to design, permit, and construct a new 6000 SQ. FT. Main building for the city of gustavus disposal and recycling center (DRC) to replace the existing aging main building which the city of gustavus has outgrown. As demand for DRC services increases in gustavus there is need to house a larger waste receiving area and appropriately sized and powered equipment to meet the increased demand.activities:engineering design for the new main building for the city of gustavus disposal and recycling center will begin in may, 2025. Rfps for the metal building and building construction will be issued in quarter 2 (Q2) of 2025. Construction will begin in Q2 of 2026. The steel building will be manufactured from Q4 2025 to Q2 2026. Activities to be completed will include: issue RFP for final engineering design; award final engineering design contract; apply for permits; issue RFP for metal building and award metal building contract; issue RFP for metal building construction and award building construction contract; begin contractor mobilization; clearing, ground work and building foundation; erecting metal building; complete metal building assembly; complete electrical, water and wastewater systems. Subrecipient:no subawards are included in this assistance agreement.outcomes:expected outcomes and deliverables include: a safer and more efficient facility to work in than the existing obsolete building; a more efficient landfill dropoff area; more room to allow proper sorting of recyclable materials. A new compactor/baler for solid waste will be housed within the new building, which will improve the compaction of unrecyclable waste and some recyclable materials, extending the life of the permitted landfill area. Additionally, the original construction did not allow for full use of powered equipment, as IT lacks concrete push walls, active ventilation, heat, metal-clad safety bollards and three-phase power. The new recycling facility and its long-term continuation of the current 50% diversion of the waste volume will allow the city to extend the life of the permitted landfill area. Residents and visitors to gustavus will benefit from having a more efficient municipal solid waste facility capable of meeting community and tourism industry demands. Also benefiting will be the U.S. National park service, which sends recyclable materials and solid waste from glacier BAY national park to gustavus, through a cooperative agreement with the city.
