Description

The agreement provides funding under the inflation reduction act (IRA) to the tulalip tribes of washington (tulalip) to develop a comprehensive, economy-wide climate mitigation plan or update an existing plan that will support actions to reduce greenhouse gases (GHG) and harmful air pollutants. The goal of this project is to provide a roadmap for tribal administrative programs and operations to advance a broad portfolio of sustainable actions that touch on all sectors of tribal government operations which will help the tribe achieve a net-zero community goal by 2032. Tulalip will also assess clean energy infrastructure opportunities and identify near-term actions to achieve immediate GHG emissions reductions. Activities:in general, activities include the development, updating, and evaluation of plans to reduce climate pollution (i.e., to reduce GHG emissions and/or enhance carbon sinks). Tulalip, working with the tulalip environmental justice team, will conduct an initial GHG inventory, develop a list of near-term, high-priority GHG reduction measures, prepare a benefits analysis, and assess current tribal policies and regulatory authorities. Other activities include developing strategies and measures that the tribe can employ to address the highest priority sectors and identifying other federal or state funding programs that could be leveraged to advance the tribe's efforts.subrecipient:no subawards are included in this assistance agreement.outcomes:two key deliverables will be produced and submitted over the course of the four-year program period, including: a priority climate action plan (pcap), due march 1, 2024, and a comprehensive climate action plan (ccap), due at the end of the grant period. The pcap will include a GHG inventory, quantitative GHG reduction measures, a benefits analysis, and a review of authority to implement activities. The ccap will include an overview of significant GHG sources/sinks and sectors within the tulalip reservation, near-term and long-term GHG emission reduction goals, and strategies and measures to address the highest priority sectors. Additional short-term outputs include introducing climate-related policies that are relevant to the tribal community and increasing the expertise of tribal staff through additional training. Long-term outputs include establishing regulatory rules that reduce GHG emissions from tribal government vehicles, increasing the use of alternative energy sources and storage, and reducing reliance on fossil fuel sources. Expected outcomes include a pcap and ccap that identifies: tons of pollution (ghgs and CO-pollutants) reduced over the lifetime of the measures and tons of pollution (ghgs and CO-pollutants) reduced annually. Other expected outcomes include: increased community engagement and awareness, improved ambient air quality and health benefits, and creation of high-quality jobs. The intended beneficiaries include all residents of and visitors to the tulalip reservation.
