EPA Region 6 awarded the North American Development Bank a $17.5 million Cooperative Agreement on October 1, 2025 under the Congressionally Mandated Projects program (CFDA 66.202) to implement the Border Environment Infrastructure Fund (BEIF) program through September 30, 2029.
NADB will provide grant financial assistance to subrecipients for construction and transition support of safe drinking water and wastewater infrastructure projects within the U.S.-Mexico border area, extending up to 62 miles on each side of the border. The award funds projects in four communities: Carrizo Springs, Texas will replace 280,000 linear feet of water lines, upgrade the SCADA system, install pumps at failing booster stations, implement radio-read meters, and relocate water services from alleyways to streets. Tornillo, Texas will extend wastewater collection infrastructure to provide first-time wastewater services, eliminating waterborne disease risk. Rio Grande City, Texas will provide first-time wastewater services to approximately 400 homes. Work is performed in Rio Grande City, Texas. NADB will implement BEIF in alignment with standard operating procedures dated May 2011 or its latest revision, with projects identified in the work plan meeting Category 1 priority and developed using Project Development Assistance Program (PDAP) funding for certification.
