About this award

The Northern Arapaho Tribe of the Wind River Reservation in Wyoming has been awarded a $371,750 Cooperative Agreement by the U.S. Environmental Protection Agency (EPA) under the Climate Pollution Reduction Grants program (CFDA 66.046). The agreement provides funding to the Tribe to develop a Priority Climate Action Plan (PCAP) by March 1, 2024 and a Comprehensive Climate Action Plan (CCAP) by the end of the four-year grant period on September 30, 2027. The plans will establish greenhouse gas (GHG) emission reduction goals and strategies across key sectors on the reservation, including tribal housing, facilities, vehicles, and businesses. The goal is to quantify pollution reduction benefits and cost-effectiveness of potential climate action implementation measures to minimize the impacts of climate change on the Tribe's community.

Description

This agreement provides funding under the inflation reduction act (IRA) to the northern arapaho tribe to develop or enhance climate action plans that establish near-term and long-term greenhouse gas (GHG) emission reduction goals and develop strategies to address the highest priority sectors to help the tribe(s) or territory achieve those goals. Specifically, the recipient will complete a priority climate action plan (pcap) and comprehensive climate action plan (ccap) for all property, infrastructure, and housing on the wind river indian reservation. The expected sources of GHG emissions to be evaluated in the project will include all tribally-owned housing units; government offices, facilities, and buildings; tribal vehicles, machinery, and equipment; health care clinics; and tribal businesses and casinos.activities:in general, activities include the development, updating, and evaluation of plans to reduce climate pollution (i.e., to reduce GHG emissions and/or enhance carbon sinks). Specific activities include, as part of its planning process gathering all such studies for consideration when developing the plans. Though climate impact is just one of the tribe's environmental and cultural priorities, the cprg and partnership with EPA would help the tribe compare the GHG reduction benefits and cost effectiveness of potential implementation actions on an apples-to-apples basis across all sectors for the first time. There are many northern arapaho-specific environmental rules, regulations, and policies to consider when developing the plans. As part of the planning process, the tribe would gather all such rules, regulations and policies to ensure that the plans are consistent therewith.subrecipient:no subawards are included in this assistance agreement.outcomes:two key deliverables will be produced and submitted over the course of the four-year program period, including: a priority climate action plan (pcap), due march 1, 2024; and a comprehensive climate action plan (ccap), due at the close of the grant period. The expected outcomes include a pcap and ccap that identifies: tons of pollution (ghgs and CO-pollutants) reduced over the lifetime of the measures; tons of pollution (ghgs and CO-pollutants) reduced annually; and tons of pollution (ghgs and CO-pollutants) reduced with respect to low-income and disadvantaged communities. The intended beneficiaries include the wind river reservation populace who is already feeling the effects of climate change. This includes unprecedented fluctuations in weather patterns causing frequent periods of drought as well as flooding, wildfires and wildfire smoke, and changes in the local ecology that affect local plants and animals. The tribe is committed to addressing the man-made causes of climate change to minimize these impacts.
