About this award
The Environmental Protection Agency (EPA) Region 8 awarded a $2.0 million Cooperative Agreement to the Taylorsville-Bennion Improvement District (TBID) under the Congressionally Mandated Projects program (CFDA 66.202) on May 15, 2025, for implementation of a critical waterline replacement and relocation project. The award, which extends through June 14, 2027, will fund the replacement of approximately 2,600 linear feet of 24-inch PVC (polyvinyl chloride) pipe and the rerouting of TBID's aging transmission line originally installed in the 1980s. The existing transmission line, which currently traverses golf course fairways and creates operational and maintenance challenges, will be relocated to the perimeter of the golf course across TBID and Salt Lake County open space property. The project will remove asbestos cement pipe from the system, connect the Pioneer Well line into the transmission line, and replace existing infrastructure up to the Valley Well tie-in point.
The anticipated outcomes include enhanced water system reliability, reduced service interruptions, decreased operational impacts to golf course activities, and improved public health through the elimination of aging and deteriorated infrastructure. No subawards are included in this agreement. The project is designed to ensure a safe and reliable source water supply to TBID residents while addressing aging infrastructure challenges that have hindered maintenance and system performance.
Description
This agreement provides funding to taylorsville-bennion improvement district to implement its project for a waterline replacement project as directed in the 2024 consolidated appropriations act or as identified in an approved technical correction if one has been approved for this project.activities:this project will replace and relocate a major transmission line that supplies source water to taylorsville-bennion improvement district residents and will ensure a safe and reliable supply line that can be maintained. The activities include replacing the taylorsville-bennion improvement district's 24' transmission line that was originally installed in the 1980's. This line currently runs through the middle of a couple of fairways in a golf course which has made IT difficult to access and maintain the water line. This line needs to be replaced and rerouted due to deterioration and operational and maintenance concerns. The waterline rerouting will occur on the outside edge of the golf course across tbid property and across open space property owned by salt lake county, and then will be replaced in the same alignment as the existing line. Subrecipient:no subawards are included in this assistance agreement.outcomes:the anticipated deliverables include installing approximately 2600 linear feet of 24' PVC pipe connecting the pioneer well line into the transmission line, replacing the transmission line to just before the valley well tie-in. A portion of the line that will be replaced is asbestos cement (AC) pipe. Removal of the AC pipe from the system will also contribute to providing clean and safe drinking water. The construction will not impact homeowners or businesses. The expected outcomes include measuring the success of this project by the decreased number of leaks and disruption to the golf course operations, a decrease in interruptions to the service while the line is being repaired which decreases the available amount of water that can be delivered to residents until the line is repaired. The relocation will also allow for more efficient maintenance and inspection to ensure that the new line stays in good condition. The intended beneficiaries include ensuring safe drinking water and reliable infrastructure is available to all the customers of the district.
