Description

EPA's solid waste infrastructure for recycling (swifr) grants for tribes and intertribal consortia will fund projects that focus on encouraging environmentally sound post-consumer materials management, fund projects that will result in a decrease in the generation of municipal solid waste and/or an increase in the diversion of municipal solid waste from landfills and incineration; and/or fund projects that provide or expand access to source reduction, reuse, recycling, backhaul, anaerobic digestion, and composting for tribes and tribal members of intertribal consortia. The purpose of this award is to enhance the efforts to meet the swifr grants elements. Specifically, the recipient will strengthen and further develop the current tribal water resources department (twrd) solid waste management program. Over the last year, twrd has begun gathering data needed to develop a solid waste management program designed to meet the unique needs of the community. Cctswip will sustain and develop the program by providing implementation via expansion of materials management infrastructure, strengthening of data collection efforts, and focus on post-consumer materials management. Activities:strengthen and implement comprehensive data collection efforts, demonstrating progress towards the national recycling goal and food loss and waste reduction goal. Strengthen and implement waste composition studies. Develop new partnerships for volunteerism, for recycling and comprehensive data collection. Hire (1) site monitor/coordinator to ensure project goal and objectives are met and reports are made in a timely manner. To sustain and develop current twrd solid waste management program progress, allowing for continuation of services such as data collection and analysis, transfer site management, and assistance in community education and outreach. Hire (1) marketing specialist to focus on market sustainability by identifying recycling options and markets for recyclables, the potential for compositing, and assist in data analysis (which will allow US to compare our program to county and state waste programs) helping US to see how we fit in the bigger picture for waste reduction and tackling climate crisis. To maintain partnership development, which includes sharing program benefits with multiple tribal communities. Project manager will be compensated for 200 hours in year 1 and 200 hours in year 2. Twrd director will act as project manager to ensure administrative oversite. Strengthen and update iwmp based on cctswip findings/results on data collection efforts (waste composition and recycling options). Attend monthly meetings with cooperative partners: business committee, CCT EPA, terac, CCT planning and development, volunteers, etc. Develop post-consumer materials management based on the information gathered from the current grant (waste characterization study). This will determine what types of waste can be recycled. Research will be done to determine what items can and cannot be recycled in havre, MT (pacific steel and havre day activity center), and great falls, MT. Studies can also help the schools in reducing food waste. Recycling containers will be posted around the community, departments, and businesses.subrecipient:no subawards are included in this assistance agreement.outcomes:activity 1 - strengthen comprehensive data collection efforts.
