About this award
The North Dakota Department of Environmental Quality (NDDEQ) has been awarded a $693,192 Cooperative Agreement from the U.S. Environmental Protection Agency (EPA) under the Solid Waste Infrastructure for Recycling (SWIFR) Grant Program (CFDA 66.920). The purpose of this award is to enhance NDDEQ's efforts to support long-term planning and data collection needs that demonstrate progress toward the national recycling goal and food loss and waste reduction goal, as well as advance a circular economy for materials and support state-led implementation of plans to advance post-consumer materials management. The key activities to be performed under this agreement include implementing a comprehensive data management system to track and report on solid waste management facilities and their permits, inspections, and other records across North Dakota. This system will allow NDDEQ to more accurately track recycling program locations and provide that information to the public, including disadvantaged communities, to establish a baseline and support climate change and circular economy initiatives. The award period runs from October 1, 2023 to September 30, 2026.
Description
EPA's solid waste infrastructure for recycling (swifr) grants for states and territories will fund activities that support long-term planning and data collection needs to demonstrate progress toward the national recycling goal and food loss and waste reduction goal and advance a circular economy for materials, as well as support the state-led implementation of plans to advance post-consumer materials management. The purpose of this award is to enhance the north dakota department of environmental quality efforts to meet the swifr grants elements. North dakota department of environmental quality will fund activities that support long-term planning and data collection needs to demonstrate progress toward the national recycling goal and food loss and waste reduction goal. The swifr grant will also advance a circular economy for materials, as well as support the state-led implementation of plans to advance post-consumer materials management. The purpose of this award is to enhance the north dakota department of environmental quality's (nddeq) efforts to meet the swifr grants elements. The nddeq will implement a comprehensive data management system for tracking and reporting data which will include multiple sub activities outlined in the activities narrative table. The swifr grant will allow the nddeq to more accurately track where recycling programs are located across the state and provide that information to the citizens of north dakota to include disadvantaged communities. This will allow the nddeq to establish a baseline, and IT will also support climate change initiatives and circular economies. The swifr grant will also support the nddeq's strategy for including resiliency and natural disaster debris into plans by utilizing guidance such as the EPA's planning for natural disaster debris guidance and the nddeq's specific guidance: flood cleanup health and safety information, guideline 44: disaster debris and demolition waste separation, and guideline 44 supplemental: disaster debris removal guidelines.activities:this agreement provides funding from the infrastructure investment and jobs act (IIJA). The purpose of this award is to enhance the north dakota department of environmental quality's efforts to meet the swifr grants elements. The north dakota department of environmental quality will perform the following activities: implement a comprehensive data management system for tracking and reporting data. Implementation will include multiple sub activities: establish a project team, prepare and execute a project charter, conduct a needs assessment and GAP analysis, define specifications, complete procurement process, negotiate and execute a contract with awarded vendor, design and configure system, implement system in a test environment, conduct user testing, move system from test to production environment, complete user training and final acceptance testing and go live. The objective of this project is to implement a data management system that will allow the nddeq to track all information related to permitted solid waste management facilities. The SWP tracks all solid waste facilities in the existing database. The database currently tracks owner/operator, location, permits, correspondence, inspections and reports. The existing database tracks all the records for a solid waste management facility including inspections, permits, reports and correspondence, but the information is not readily accessible to the public or the facilities. Navigating the existing database is cumbersome
