Up to five percent of grant funds may be used for administration. The state is required to set aside ten percent of its allocation for programs demonstrating strong evidence of effectiveness targeting individuals with early serious mental illness including psychotic disorders. Funds may not support inpatient services, cash payments to service recipients, land or facility acquisition or construction, or financial assistance to entities other than public or nonprofit organizations. Indiana must expend not less than the amount obligated in fiscal year 1994 and maintain integrated service systems for children with serious emotional disturbance.
