About this award
The Department of Health and Human Services Administration for Children and Families awarded the Michigan Department of Health and Human Services $9.663 million on October 1, 2025, under the Low-Income Home Energy Assistance Program (LIHEAP) Infrastructure Supplement, a block grant providing federally funded assistance to reduce costs associated with home energy bills, energy crises, weatherization, and minor energy-related home repairs.
The award obligates $9.663 million through September 30, 2027. MDHHS administers LIHEAP funds distributed to eligible households throughout Michigan and passes through portions of the award to county-level agencies, local health departments, community action agencies, and nonprofit service providers enabling statewide service delivery. As the state's principal public health and human services agency, MDHHS serves as the sole recipient and prime administrator on the award and acts as the pass-through entity for federal funds flowing to Michigan's subordinate component offices and service regions statewide. The work is performed in Lansing, Michigan and subordinate component offices throughout the state.
LIHEAP block grants are made following congressional appropriation and upon receipt of a complete LIHEAP Model Plan each fiscal year. Recipients must obtain public participation through inspection and comment on their proposed LIHEAP Plans prior to submitting plans to the Administration for Children and Families via the OLDC system, and states must conduct public hearings with respect to the proposed use and distribution of funds. LIHEAP recipients and sub-recipients are responsible for obtaining audits in accordance with the Single Audit Act Amendments of 1996 under generally accepted Government auditing standards.
