THIS NOTICE IS NOT A REQUEST FOR QUOTE (RFQ). The purpose of this Request for Information (RFI) is to collect Market Research Information and industry expertise for the purpose of gathering market research which may or may not be used to develop a Performance Work Statement (PWS), or Statement of Objectives (SOO). The Government considers information on market capabilities, common industry standards, latest technological advances, commercial terms and conditions, timelines for adaption and integration, pricing, and possible suppliers and sources to be helpful. All feedback and information received may be used to determine the appropriate acquisition strategy for a possible future acquisition. This notice is issued solely for market research and planning purposes and does not constitute a request for proposal, request for quote, or invitation to bid, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. No award will be made from this RFI and the Government will not pay for any effort expended in responding to this notice. Responses: Contractors are encouraged to submit information for the questions that follow. This RFI is prepared for planning purposes only and is not restricted to small business. Sources are discouraged from submitting any information deemed competition-sensitive or proprietary. However, if sources elect to submit competition-sensitive or proprietary information, sources bear sole responsibility for marking said information as such to ensure appropriate safeguarding by the Government. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified. All submissions become Government property and will not be returned. RFI responses on company letterhead are requested for submission electronically and in accordance with the instructions listed in each attachment. All questions and responses shall be submitted, via e-mail to 126.ARW.MSC.Org@us.af.mil. After review of the responses to this RFI, if the Government plans to proceed with an acquisition, a solicitation will be posted on sam.gov . Request for Information/Questions: The 126ARW is anticipating hosting a Yellow Ribbon event for 300 members/individuals, including a day of classes, a preparatory day, and a closedown day. Event will include catering for breakfast and lunch the day of classes, and will include childcare. Anticipated date is 18 Feb. The 126ARW is looking for possible locations and solutions. What locations might be available on the date indicated? What locations might be available on alternative dates? Can one company manage the entire event? Do we need to separately contract Childcare and event hosting / catering? What other amenities might the 126ARW consider? The government is requesting information on feasibility, estimated breakdown of costs of supply/service, and different campaign features. Looking for vendor recommended price structures. This is not a request for quote so response does not need to be in quote format. Additionally: - Are there any other aspects that we need to consider before contracting for this supply/service? - Are there any comments concerning the NAICS and SBA size standards chosen for this RFI?

11/7/22, 10:29 AM Multiple Award Scott AFB Hotel BPAs
This is a special notice seeking competition for Blanket Purchase Agreements. This announcement constitutes the only solicitation for these requirements; pricing is being requested and a written solicitation will not be issued. This is a continual notice. Blanket Purchase Agreement will be established as needed during the availibility of this solication. This solicitation document and incorporated provisions and clauses are those in effect tough Federal Acquisition Circular 2021-07. This procurement is subject to full and open competition. The North American Industrial Classification Standard 721110 applies to this solicitation; business size standard is $32.5m. The Illinois Air National Guard, 126 Air Refueling Wing, requires to establish several Blanket Purchase Agreements with local hotels. A Blanket Purchase Agreement is an agreement between the government and a vendor that allows the 126ARW to make “calls” against established terms via a government credit card (GPC). The 126ARW is seeking to create a potential pool of BPA holders, between which to compete consolidated “calls” and place 126ARW personnel during annual training dates. Any BPA will be valid for a period up to tee (3) years, with potential for automatic re-issuance. All BPA calls are under the Oral Quote teshold and will be competed among BPA holders. Calls under the Micro-Purchase Teshold will utilize vendor provided price lists to establish competition and to make direct reservations. The following is needed: Price lists, availability, and maximum capacity numbers for the coming year (Dec 2021 – Dec 2022). Please include any information about the quality of hotel and location. Locations within a 10 mile radius of the Scott AFB will be given precedence, although all locations in a 50 mile radius will be considered. Signed Section 889(a)(1)(B) Certification. Please note that a BPA is not a contract. A BPA is a streamlined method for acquiring products or services on an as-needed basis from qualified sources that are readily available and thus eliminate the need for repetitive costly re-procurements. Establishment of a BPA does not guarantee calls will be made. There is no minimum guaranteed quantity. The Government does not intend to pay for any information provided under this notice. The Government is not obligated to notify respondents of the results of this notice. The Government may request a site visit with any offeror to establish acceptability. Awarded BPA holders undergo annual visits to ensure standards are met. ****Quotation Instructions**** Multiple solutions to the requirement are encouraged and should be offered as alternative quotes and will be evaluated as separate offers. Innovative solutions are encouraged and will be evaluated in accordance with the intent of this requirement. Quotes resulting from “calls” will be comparatively evaluated in compliance with FAR 13.106-2 (b) (3). Location, pricing, and quality will all be considered. Calls under the Micro-Purchase Teshold will be treated as Micro-Purchases and not formal BPA calls. Lack of active SAM registration will preclude BPA award. All offerors shall include a completed copy of FAR 52.212-3, Offeror Representations and Certifications – Commercial Item or complete electronic representations and certifications at: https://www.sam.gov/portal/SAM All questions and quotes must be directed to 126 Contracting Officer via email 126.ARW.MSC.Org@us.af.mil .
