Electronic Components for Avionic Test Sets
This solicitation (N68936-18-R-0076) is being issued as a Request for Proposal (RFP). The Government's market research indicates no one offeror is capabale of supplying all the items listed in the Electronic Components Parts List - See Attachment A. The Naval Air Warfare Center Weapons Division (NAWCWD) China Lake, CA 93555 intends to procure on an other than full and open competition basis a Firm Fixed Price split award contract for the commericial purchase of electronic components. This requirement is being solicited on a Small Business Set-Aside. Items made outside the United States will not be accepted. No substitutions for the specific part (make/model) will be accepted unless the part(s) listed in Attachment A are obsolete and no longer available. Only new parts will be accepted; refurbished parts will not be accepted. The Offerors are required to provide the Government with Certificates of Authenticity / Compliance / Comformance and Traceability for all items that are awarded to them. The Certificates must be issued by the Original Manufacturer (OEM) or by the Certified / Qualified Independent Testing Facilities that parts have been tested to adequately assure parts are brand new, original, and meet specifications. The Offerors are required to provide one-year warranty for the items that are provided to the Government. Any parts with defects and/or failures during the first year after delivery shall be returned. ALL prices and quantities shall be gauranteed valid for 90 days from the response date. Delivery: Items shall be priced at F.O.B. Destination and shall be delivered to the address specified on the resultant order(s) which will be located at Point Mugu, CA. Inspection and acceptance shall be at destination by the Government. The North American Industry Classification System (NAICS) for this acquisition is 334413 and the size standard is 500 employees. The purpose of this sources sought notice is to conduct market research to determine if responsible sources exist; whether this effort can be competitive; and to gain market knowledge of potential qualified sources and their size classifications relative to the North American Industry Classification Systems (NAICS) code 3344113 for Electronic Components for use in the built of Avionics Test Sets. Responses to this sources sought synopsis will be utilized by the Government to determine the best acquisition strategy for this procurement and make appropriate determinations about potential sources. No solicitation is currently available and as such this is not a request for proposal and in no way obligates the Government to award any contract. A decision to set aside all or part of this requirement is dependent upon a review of the information submitted in response to this sources sought. After review of the responses to this sources sought announcement a synopsis and/or solicitation announcement may be published. (2) REQUIRED CAPABILITIES: See attached SOW. The results of the sources sought may also be utilized used to determine if any Small Business Set-Aside opportunities exist using NAICS Code 334413.
