Pre-Solicitation 1/4 4/29/20, 9:25 AM JetSCAN Sustainment
This Limited/Sole Source Justification Notice from the Department of the Navy Naval Air Systems Command Naval Air Warfare Center authorizes a sole source contract to Rolls-Royce Corporation for extended service and repair support for seven United States Marine Corps JetSCAN oil analysis systems used on AV-8B Harrier aircraft with F-402 Rolls-Royce engines. As the sole manufacturer of the F-402 engine and owner of the JetSCAN technical data rights, Rolls-Royce is the only source able to complete repairs within required timelines at fleet locations, while alternative sources would require $13.8 million in non-recurring and recurring costs to re-engineer the proprietary JetSCAN design. Contract N68335-20-P-0439 was awarded to an unknown vendor for an unknown amount on July 31, 2020 to provide this JetSCAN sustainment.
