This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (https://www.neco.navy.mil/). The RFQ number is N00604-16-T-3095. This solicitation documents and incorporates provisions and clauses in effect tough FAC 2005-87 and DFARS Publication Notice 20160325. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 333911 and the Small Business Standard is 750 employees. This combined synopsis/solicitation is being issued as a sole source, unrestricted contract action. The Small Business Office concurs with the set-aside determination. The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a)(1)(ii). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date and time will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. All items furnished shall be new, no refurbished or gray market items will be accepted. Duplicate of the unit is currently installed. No modifications for electrical and mechanical connections will be required as this unit matches the existing in dimensions. Controls differ from existing panel and are PLC based. Additional wiring of new feed pump VFD to be supplied to produce higher cake dryness is required. Connection of control wiring to existing polymer feed system required to produce better cake. Provide full engineered drawings, wiring schematics and documentation with quote.
