This solicitation document and incorporated provisions and clauses are those in effect tough Federal Acquisition Circular number 2005-89. However, Request for Quotation (RFQ) R16PS00638 will be issued simultaneously with this announcement to facilitate receipt of electronic quotes. The RFQ will be issued via www.fedbizopps.gov. The Bureau of Reclamation, Yuma Area Office has a requirement for supply and delivery of Vertical Turbine Pumps in according to the attached statement of work. Delivery location Yuma Area Office, 7301 Calle Agua Salada, Yuma, AZ 85364. It is anticipated that the Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Capability of the item offered to meet the Government requirement. Warranty. Past Performance. Price. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, and management capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside or an alternate procurement strategy is warranted. The Government does not intend to award a contract on the basis of this notice or otherwise pay for information solicited.The Bureau of Reclamation, Yuma Area Office has a requirement for the replacement of vertical turbine pumps (one full size and one half size) for use in the reverse osmosis Yuma Desalting Plant, located in Yuma, Arizona with the option to purchase an additional eight pumps based on availability of funds. The Government is seeking responsible sources having capabilities for furnishing the pumps. The pump requirements are as follows:"Full" size pumps must have a minimum capacity of 6,810 gallons per minute (gpm) at a rated total head of 771 feet, material type: 2205 duplex stainless steel. Optional order quantity: seven;"Half" size pumps must have a minimum capacity of 3,170 GPM at a rated total head of 771 feet, material type: 2205 duplex stainless steel. Optional order quantity: one.This acquisition when announced, will be conducted under North American Industry Classification System (NAICS) Code 333911, Pump and Pumping Equipment Manufacturing with a Small Business Size Standard of 750 employees.Capability statements are to be submitted not later than April 29, 2016. The capabilities package submitted by a vendor should demonstrate the firm's ability, capability, and responsibility to perform the principal components of work listed above. Packages should include the following information:(1) Provide business name, address, business size and type (8(a), HUBZone, Service Disabled Veteran, Small Business, Large Business, etc.), and point of contact to include e-mail address and telephone number.(2) Demonstrate the firm's experience by providing a list of projects completed where the work involved furnishing vertical turbine pumps in the past tee years, and in which your firm performed the work. Include in the list only work comparable to the size for which your firm was entirely responsible for providing the labor, facilities, equipment, and material.
