Intent to Sole Source
Added: May 13, 2015 4:46 pm This Notice of Intent to Award a Sole Source contract is conducted in accordance with Federal Acquisition Regulation (FAR) Part 12, Commercial Items and FAR 13.106-1(b), soliciting from a single source. For purchases not exceeding the simplified acquisition teshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.The Department of Homeland Security/Federal Emergency Management Agency (DHS/FEMA) National Preparedness Directorate, Center for Domestic Preparedness intends to negotiate on a sole source basis (IAW FAR 13) with Siemens Building Technologies (SBT), 1000 Deerfield Parkway, Buffalo Grove, IL 60089 as the only responsible source that can provide necessary services: Fire and Security alarm systems were installed by Siemens in 2004 and the systems software/operating systems are proprietary. Based on the above information, the only organization known which can provide technically acceptable services is Siemens Building Technologies.DHS/FEMA intends to issue a non-competitive award that will result in a base period from date of award tough 12 months, and two one-year option periods for renewal at the discretion of the government. The intended procurement will be classified under North American Industry Classification System (NAICS) 561621 Security Systems Services (except Locksmiths) with a Small Business Size Standard of $20.5 Million.The objective is to make certain our system is operating properly 24-hours a day, 7 days a week and that our system is in full compliance with local and national requirements, and to reduce false alarms and help minimize system downtime and costly repairs.The major tasks (or services required) are as follows:1. Complete fire alarm system testing and inspection per National Fire Protection Administration2. Smoke detector sensitivity testing3. System configuration audit and report4. Life safety log book5. Written reports of all services performed6. 24/7 telephone access and support7. 24/7 service response based on individual service calls8. 24/7 system operator/employee supportThis notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. All parties interested in responding to this notice shall submit: 1) Information on the proposed services which clearly supports the requirements outlined; 2) fully explain your capabilities and qualifications by submitting a detailed capability statement within 10 calendar days from the date of this notice with all technical data, including cost, sufficient to determine capability in providing the same services. All capability statements received by closing of this notification of this synopsis will be considered by the Government. Submissions after the deadline will not be considered. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
