INTENT TO SOLE SOURCE The United States Air Force, AFLCMC/PZIBC, Wright-Patterson AFB, Ohio 45433-5344. This is a synopsis published for informational purposes only. This proposed action is for the acquisition of an Association of Energy Engineers (AEE) accredited Certified Energy Manager (CEM) course. The Government intends to solicit and negotiate with only one source under the authority of FAR 13-106-1(b)(1) resulting in a firm fixed price contract. This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 611310. Size standard is $30M. The proposed source is AEE, 3168 Mercer University Drive; Atlanta, GA 30341. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received within two (2) days of this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: AEE is the only accredited source for the CEM course, and although there are other approved providers, AEE is the only provider that can provide the approved course in the 5 day online format required by WPAFB. The Department of Defense (DoD) has determined the System for Award Management (SAM) to be the single DoD registration for contractors who conduct business or who are interested in conducting business with the DoD. Contractors must be registered in SAM prior to award for contracts issued after 29 May 2012. You may contact SAM at 866-606-8220. SOURCES SOUGHT SYNOPSIS (Not a Notice of Solicitation): Association of Energy Engineers (AEE) Approved Certified Energy Manager’s (CEM) Preparatory Course and Certification Examination The United States Air Force, AFLCMC/PZIBC Base Support Contracting Branch, Wright-Patterson AFB, Ohio is seeking capabilities packages of potential sources including Small Business (SB), 8(a), HUBZone, and Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns. This Sources Sought Synopsis is published for market research purposes only, to identify potential sources capable of providing the AEE approved CEM preparatory course and examination that meet the Air Force’s requirements. A draft Performance Work Statement is attached, dated 1 June 2020. REQUIREMENTS: The contractor shall deliver an AEE approved preparatory course for the AEE Certified Energy Manager’s Exam Course format: 5-day Comprehensive Training for Energy Managers The course must be conducted in its entirety within the time frame specified (6 – 10 July 2020 during the hours 0800 – 1700 EDT) in an online distance learning format for up to 30 students The contractor shall supply the necessary instructors, the appropriate workbooks, and other customary course materials to each individual student. The Government will provide the recommended textbooks. The course must be conducted in its entirety within a time frame specified in an online distance learning format. The course will include all customary fees associated with the exam (e.g. application fee, exam fee). All instructors must be AEE Certified Energy Managers. Please see the draft Performance Work Statement for the further details regarding the requirements for this acquisition. As a reminder, this is a draft which is subject to be changed. The North American Industry Classification System (NAICS) code for this requirement is 611430 - Professional and Management Development Training, with a size standard of $11.0 million dollars. The Government reserves the right to consider a small business set-aside based upon responses hereto for any subsequent action. All prospective contractors must be registered in the System for Award Management (SAM) database to be awarded a DoD contract. No set-aside decision has been made. Note that a key factor in determining an acquisition to be a Small Business Set Aside is that small business prime contractors must perform at least 50% of the effort, as defined in Federal Acquisition Regulation (FAR) clause 52.219-14. The Air Force anticipates an acquisition for a Firm Fixed Price Contract, with an anticipated period of performance of 6-10 July 2020. Attention: Small business respondents who are interested in submitting a proposal as the prime contractor for this effort: The acquisition strategy for this requirement has not been decided; however, the Air Force is contemplating setting this acquisition aside for small businesses if there is sufficient demonstrated interest and capability.
