Added: Aug 06, 2015 1:59 pm Scope of Work for USDA Forest Service, Pacific Northwest Research Station (PNW), Resource Monitoring and Assessment ProgramGeneral Scope: Improve working relationship and facilitate 5-year strategic plan for Forest Resource Monitoring and Assessment, as related to PNW Research Station's Strategic Framework.Tough personal interviews and facilitated meeting discussion taking place on October 6th and 7th, with research Program leadership (8-member team), specify and document a shared vision of success to include development of strategy, goals, targeted accomplishments, general methods to accomplish goals, and the improved leadership relationships that will enable attainment of our top research priorities incorporating Forest Service and PNW Research Station goals.Tasks:Design and provide assessment materials to expedite a program for strategy development in a research program for natural resources assessment.Design and provide assessment materials to gauge leadership relationships as they relate to past and current performance.Design and conduct interviews for eight-person research leadership team to tailor discussion that will facilitate improved team relationships around a central 5-year research strategy, that is, a tangible vision of success.Lead and facilitate 2-day, in-person session with the 8-person leadership team to improve working relationships; describe shared vision of success; specify and document the shared vision of success (strategy) for our natural resources assessment Program.Establish working agreements among the leadership team and a program of work to attain the vision of success.Facilitate the implementation of the methods to attain the vision of success/strategy.Facilitate the improvement of team communications and meetings to concentrate on our vision of success/strategy by developing a plan for implementation of goals with accountability across functional areas.Follow up with 6-month check-in to gauge progress and assess whether new habits are being formed toward successful vision.LOCATIONA. QUALIFICATIONSThe facilitator must have experience and knowledge of Forest Service planning processes, especially as related to the development and implementation of multi-year strategic plans; implementation of strategic vision in a project management environment; Forest Service leadership team and organizational dynamics. It is preferable to have Forest Service experience and knowledge of the limitations of strategic plan implementation given federal rules and regulations. Time management and strong formal facilitation skills are important since the issues to be discussed will be complex. Please attach your qualifications/past project outcomes/resume with your quote.
