(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is 75N95019Q00115 and the solicitation is issued as a request for quotation (RFQ) This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures; FAR Subpart 13.5-Simplified Procedures for Certain Commercial Items; and FAR Part 12-Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition teshold. THIS IS A NON-COMPETITIVE (NOTICE OF INTENT) COMBINED SYNOPSIS SOLICITATION TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institute on Drug Abuse (NIDA), Office of Acquisition (OA), on behalf of the National Center for Advancing Translational Sciences (NCATS), intends to negotiate and award a purchase order without providing for full and open competition (including brand-name) to Biotage, Inc, located at 10430 Harris Oak Blvd, Ste C, Charlotte, NC 28269-7518 for preventive maintenance services performed on Biotage manufactured systems. This acquisition is conducted as non-competitive for a commercial item or service and is conducted pursuant to FAR 13.106-1(b)(1). (v) This requirement is for the following general requirements: Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to perform the Statement of Work described herein. General requirements include, but are not limited to, providing the following: A. Latest instrument software and hardware updates and factory recommended upgrades when applicable. B. Preventative Maintenance (PM) inspection visits, including one planned onsite PM visit per year. C. Software and Hardware technical telephone consulting support by factory trained engineers available during normal business hours. D. Unlimited on-site service visits when requested. The authorized provider shall perform a service agreement and preventive maintenance as described herein that must be carried out and performed by authorized Original Equipment Manufacturer (OEM) certified and current factory-trained technicians. The NCATS Chemistry group requires a maintenance agreement for the Biotage microwave systems. This requirement will cover any service situations that arise on this highly-used and important equipment currently in use by the NCATS Chemistry teams, which will eliminate the amount of down time experienced from performance issues. The Biotage Initiator microwaves are integral pieces of equipment in the synthesis of small molecules as biological probes. Specific Requirements: Due to the critical nature of the subject equipment the contractor must ensure the following: a. Factory authorized Preventive Maintenance (PM) procedures and service visits must be followed and provided by currently certified factory trained technician personnel who are factory authorized engineers performing factory certified service and authorized to receive factory certified update training on Hardware and Software. b. Factory-recommended service and replacement parts, excluding normal consumable parts, must be provided. Adequate supply of parts in stock and readily available to the service technicians or ability to obtain any required part or parts within 24 hours of the service technician assessment must be provided. c. Contractor shall be required to provide written progress reports in achieving this statement of work during the period of performance. The original documentation shall be provided by the vendor to show they completed service on the instrument and should document technical progress with the POC. d. Service shall include labor and parts coverage, extended coverage hours, on-site labor response, unlimited technical telephone response (call-back to schedule), patches for bug fixes for the existing software version, and preferred labor rate. e. Contractor shall schedule and perform onsite preventive maintenance on the subject equipment from 8:00 am - 5:00 pm Monday tough Friday, excluding Federal holidays. GOVERNMENT RESPONSIBILITIES The government owns the subject scientific instrumentation. The field service technician will be required to notify the POC from NCATS for access to the building located at 9800 Medical Center Drive, Rockville, MD 20850. DELIVERABLES Documentation shall be provided by the vendor to show they completed the preventive service on the equipment and left with the COR or POC with service ticket that briefly details the work performed during the service visit to the POC for signature and a copy of the ticket is to be left with the POC. The reports will cover any problems encountered, problem resolution, unresolved problems, software updates, and any miscellaneous issues observed. A detailed written report of any service and\or preventative maintenance is to be submitted to the Contracting Officer's Representative, or a delegated entity, within 24 hours of service being performed. TRAVEL No travel cost will be reimbursed. All cost associated with travel time should be included within the provided service agreement quote. CONTRACTOR EXPERIENCE REQUIREMENTS - KEY PERSONNEL N/A DATA RIGHTS NCATS shall have unlimited rights to and ownership of all data including reports. In addition, it includes any additional deliverables required by contract change. The definition of "unlimited rights" is contained in Federal Acquisition Regulation (FAR) 27.401, "Definitions." Publications and Publicity: The Contractor shall not write or publish articles of data produced as a result of the requirements of the SOW. SECTION 508 - ELECTRONIC AND INFORMATION TECHNOLOGY STANDARDS The contractor is responsible for any software patches to fix problems impacting instrument reliability and usage. All electronic files submitted shall be compliant with Section 508 of the Rehabilitation Act of 1973. Quotations will be evaluated based on the following Sub-factors, equally weighted: a) Technical Approach: Ability of the Offeror to understand the SOW and requirements, adequately describe the proposed approach, identify problems and potential challenges, and demonstrate how all contract requirements will be met. Offerors shall provide evidence of sufficient planning to show that the work will be accomplished and how it will be accomplished within time and other constraints specified in the SOW or as applicable. The Offeror shall utilize all available resources to include controlling the execution of assigned activities, tasks, sub-tasks, monitoring progress, status reporting, resolving critical issues and/or mitigating risks and fulfilling all delivery requirements. b) Organizational Experience: Offerors shall show documented evidence of personnel experience related to the subject requirement. Specific and specialized relevant experience, knowledge, skills, abilities, and education of proposed personnel shall be clearly documented. The offeror must submit with their proposal a list of the last two (2) contracts completed during the past tee (3) years and / or contracts awarded currently in process that are similar in nature to the work scope. Contracts listed may include those entered into by the Federal Government, agencies of state and local governments and commercial concerns. Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). NCATS is requesting that the manufacturer of this equipment provide this necessary service since the vendor will have not only the technical expertise, but the parts as well to minimize the down time during system failures. NCATS owns and operates existing Biotage systems that are in potential need of maintenance support services as described herein. Purpose and Objectives This Small Business Sources Sought notice seeks to determine eligible sources capable of achieving the essential features of this potential requirement. The purpose of this potential requirement is to obtain one (1) 12-month maintenance and support service contract on existing, government-owned Biotage microwave systems, P/N SER-IC60-SAP: Serial Numbers 11676, 11402, 10405; P/N SER-IP-SAP: Serial Number 12427; P/N SER-IC60-SAP: 12714, 13020, and the Biotage peptide synthesizer, P/N SER-IA-SAP: Serial Number 00188, manufactured by Biotage, LLC, in accordance with the essential features described in this notice. Pre-inspection of the subject equipment is required. Project Requirements This Small Business Sources Sought notice seeks responses from qualified sources that are capable of providing the following salient service requirements of this potential government requirement deemed as the essential features needing to be achieved. Offerors to this Small Business Sources Sought notice shall possess the capability of an authorized service provider to provide certified factory-trained Original Equipment Manufacturers (OEM) technicians with up-to-date, current requisite manufacturer-training, to perform Priority Service and preventive maintenance on the subject equipment as described in the following work for this potential requirement. Priority service shall include providing resolution of operation service protection on the subject equipment to service requests within tee (3) working days; recertifying for lapse in service; providing replacement parts; one (1) annual preventive maintenance visit; technical support to include unlimited toll-free phone and electronic mail consultations during normal business hours from 8am-6pm Eastern time; Software patches for bug fixes for the existing software version; unlimited software phone consultations. Maintenance service shall include service parts, travel and labor costs for service calls to repair the subject units as needed. Documentation shall be provided by the vendor to show they completed the preventive service on the equipment and left with the COR or POC with service ticket that briefly details the work performed during the service visit to the POC for signature and a copy of the ticket is to be left with the POC. The reports will cover any problems encountered, problem resolution, unresolved problems, softeware updates, and any miscellaneous issues observed. A detailed written report of any service and\or preventative maintenance should be submitted to the Contracting Officer's Representative, or a delegated entity, within 24 hours of service being completed. Specifically, Offerors submitting a response to this Small Business Sources Sought notice shall possess the ability to achieve the salient government essential features identified in this notice and provide documented evidence to be able to fully achieve the characteristicis of the subject requirement described herein. This potential requirement must be performed by a manufacturer-authorized, OEM-certified field service engineer possessing the requisite manufacturer-authorized training to ensure proper manufacturer's proprietary software and hardware functioning. During service visits, NCATS will provide access to the facility, as well as access to the cell culture system. The Contractor will perform the necessary service requests at no additional cost beyond the cost of the annual service contract and access to OEM hardware engineers for advice, help and assistance during core hours. The field service engineer will provide documentation outlining the performance attributes of the system and components being serviced. Maintenance and support service shall be performed by a manufacturer-authorized service provider from an OEM-certified technician. Parts and accessory items must be compatible with the subject equipment. CAPABILITY STATEMENT / INFORMATION SOUGHT Interested parties are expected to review this notice to familiarize itself with the requirements of this project. Respondents must provide clear and convincing evidence of possessing the knowedge, skills, abilities and experience to successfully perform the requirements described in this announcement. Detailed past experience in implementing similar requirements to the requirement described in this announcement must be clearly delineated in any response provided. Respondents must provide clear and convincing documentation of their capability in providing analytical quality control and any other requirements and services specified in this notice. Respondents must provide a general overview of the respondents' opinions about the difficulty and /or feasibility of the potential requirement, and any information regarding innovative ideas or concepts. The Respondent must also provide information in sufficient detail of the respondents' (a) staff expertise, including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts, references, and other related information. The respondent must also provide their DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HubZone, etc.) pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements. One (1) copy of the response is required and must be in Microsoft Word or Adobe PDF format using 11-point or 12-point font, 8-1/2" x 11" paper size, with 1" top, bottom, left and right margins, and with single or double spacing. The response is limited to ten (10) pages, which does not include the cover page, executive summary, CV's or references, if requested. The information submitted must be must be in and outline format that addresses each of the elements of the product requirement. A cover page and an executive summary may be included but is not required. The response must include the respondents' technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. All responses to this notice must be submitted electronically to the Contract Specialist and Contracting Officer. Facsimile responses are NOT accepted. The response MUST reference the announcement number and be submitted to Hunter Tjugum at hunter.tjugum@nih.gov prior to the closing date specified in this announcement.
