Mainteance, Repair & Rebuilding of Equipment / Service Renewal for BD FACSAria and HTS
The National Institute of Allergy and Infectious Diseases, National Institutes of Health intends to negotiate on an other than full and open competition basis with Becton, Dickinson and Company, USBDB Service Contract Administration, 2350 Qume Drive, San Jose, CA, 95131 a service contract renewal for two (2) FACSAria Special (No Lasers) (serial # P46900011 and #P11000013) and five (5) High Toughput Sampler (serial #U6590000033, #U64770100372, #U659000003, #U64770160547, and #U33865907062) flow cytometers. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.501(a)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm-fixed price type of contract. Period of performance is for one (1) year starting January 1, 2019 tough December 31, 2019. Services shall be performed in Bethesda, MD 20892. The Vaccine Research Center is responsible for advanced technological method development, validation and testing of samples for clinical trials. The FACSAria Special (No Lasers) and High Toughput Sampler flow cytometers are comprised of multiple components and are extremely sensitive and precise in the measurement of cell populations and characteristics down to the single-cell level and require specific technical support to maintain this level of precision. Becton, Dickinson and Co., provides the technical expertise to service these instruments and provides immediate on-site technical support and repair services to prevent down time in the event of instrument malfunction. The impact to the program's mission if these instruments are not service could be severe if a component fails due to expirations of warranty, or if serviced with parts that are not genuine original equipment manufacturer (OEM) parts. Quality of experimental results may be compromised and time lost due to repeated experiments to confirm experimental results. The requested coverage of the service agreement for the FACSAria Special (No Lasers) consists of the following: parts, labor and travel for remedial repair, 2 preventative maintenance inspections to be performed during twelve-month period, 2 PM Kits, software revisions released during the period of performance, unlimited service visits, Monday-Friday, unlimited telephone support for instruments, reagents, and applications at no additional charge, and response with 48 hours to a request for emergency on-site service Monday - Friday. The coverage for the High Toughput Sampler coverage of the service agreement consist of the following: Depot Level Repair between BD Biosciences Repair Center, San Jose, CA and Customer, one (1) preventative maintenance inspections to be performed during twelve-month period in conjunction with the superior equipment's preventative maintenance inspection, one (1) PM Kit, an emergency replacement will be provided within two (2) working days. As the OEM Becton, Dickinson & Co., deems necessary to maintain the equipment in accordance with their required specifications, and have trained certified engineers and parts to maintain the equipment. Becton, Dickinson & Co., does not recognize nor authorize any 3rd party repair sources. Any offeror that has an agreement to provide certified Becton, Dickinson Field Service Engineers shall demonstrate by providing a sign letter from the OEM confirming 3rd-Party vendor is authorized to perform the requested service agreement. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible.
