Pre-Solicitation Notice to solicit for a contractor to provide the PeriScan PSI NR Laser Speckle Contrast Imaging (LSCI) mobile touchproof blood flow/perfusion system to the US Department of Veterans Affairs, Malcom Randall VA Medical Center, Brain Rehabilitation Research Center located at 1601 S.W. Archer Road, Gainesville FL 32608. This is not a solicitation. The Department of Veterans Affairs intends to solicit for a Firm Fixed Priced purchase order for a 6-to-8-week delivery period. The overall goal is to support current on-going research and this blood perfusion monitoring system is the only one that meets the requirements for the Brain Rehabilitation Research Center's needs. This equipment quantifies blood flow (perfusion) in tissue without contacting the body (touch free) using laser speckle contrast imaging (LSCI). This advanced technology will save the research team time, money, and provide more accurate results. The PeriCam PSI NR system is critical to meet the demands and goals of the research being proposed timely. The required salient characteristics and specifications required will be listed in the Statement of Work (SOW) that will be included with the Solicitation. The solicitation will be issued as a total small business set-aside on or about 10/14/2022. The applicable NAICS code is 339112 with a 1,000 Employee Size Standard. The FSC/PSC is 6640. Copies of the solicitation will not be available for mailing. All prospective contractors must be registered in the System for Award Management (SAM) prior to award of the contract. SUMMARY: This is a Sources Sought notice and not a request for quotes. This request is solely for the purpose of conducting market research to enhance VHA s understanding of the market s offered products, services and capabilities. The Government will not pay any costs for responses submitted in response to this Sources Sought. This Sources Sought notice provides an opportunity for respondents to submit their notice of ability, and their available products and services in response to the requirement described below. Vendors are being invited to submit information relative to their potential of fulfilling the requirement below, in the form of a capability response that addresses the specific requirement identified in this Sources Sought. The Veterans Health Administration (VHA) is seeking a vendor to provide the following products and/or services below. Please see the General Requirements section below for the requested products/services and descriptions. This Sources Sought is to facilitate the Contracting Officer s review of the market base, for acquisition planning, size determination, and procurement strategy. GENERAL REQUIREMENTS The Malcom Randall VA Medical Center requires brand name equipment, for the brand name or equal PeriCam PSI Laser Speckle Imager. Perimed Inc. is the sole manufacturer of the PeriCam PSI NR System. PeriCam PSI System is a blood perfusion imager based on the laser speckle contrast analysis (LASCA) technology, also known as laser speckle contrast imaging (LSCI). REQUIRED TECHNICAL SPECIFICATIONS: 70mW maximum output laser imager (class 1) LSCI imaging frame rates, up to 113 images 5.0 MPixils camera resolution Color pictures along with the perfusion image Automatic working distance at the beginning of measurement and automatic background lighting conditions compensated for once per second. Tee-point density modes (low, normal, high) Adjustable (22 x 15 x 20 cm) scanner head Lightweight portable approximately 9lbs Zoom upgrade to measure large areas at high spatial resolution Cart for transporting Software with audit trail features RESPONSE COMMITMENT I.
