After review of the responses to this sources sought notice, a solicitation announcement may be published to the Federal Business Opportunities (FBO) website (http://www.fbo.gov) at a later date. Responses to this sources sought notice are not considered adequate responses to the solicitation announcement. All interested vendors will have to respond to the solicitation announcement in addition to responding to this sources sought notice.
GENERAL SERVICES REQUIRED
The Department of Veterans Affairs and Network Contracting Office (NCO) 7 is seeking sources capable of providing Medical Couriers Services in support of the William Jennings Bryan Dorn VA Medical Center and surrounding Community-Based Outpatient Clinics (CBOC) located in and around Columbia, SC. The services required are an on-demand, as needed basis, in accordance with the terms and conditions of any resulting contract.
The Ralph H. Johnson VA Medical Center is interested in the establishment of a one (1) year base plus a four (4) twelve (12) month option year service contract where the contractor shall furnish all labor, materials, insurance, licenses and equipment needed to medical courier services for the William Jennings Bryan Dorn VA Medical Center and surrounding CBOCs, as detailed in the provided Performance Work Statement (PWS).

(i) This is a COMBINED SYNOPSIS/SOLICITATION for commercial services/items prepared in accordance with the format in FAR subpart 12.6, in conjunction with the policies and procedures for solicitation, evaluation, and award as prescribed under FAR 13.1, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
(ii) Solicitation Number 36C24718Q0418 is issued as a request for quotation (RFQ) COMBINED SYNOPSIS / SOLICITATION.
(iii) The provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular 2005-95, January 13, 2017. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulations (FAR) and Veterans Affairs Acquisition Regulations supplement (VAAR) can be accessed on the Internet at http://www.acquisition.gov/far/ (FAR) and http://www.va.gov/oal/library/vaar/ (VAAR). (iv) This combined/synopsis solicitation is set aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) in accordance with VAAR 852.219-10. The acquisition will be made pursuant to the authority in FAR 13 to use simplified procedures for commercial items. The North American Industry Classification System (NAICS) code is NAICS 492110 Couriers and Express Delivery Services; Small Business Size Standard of 1,500 Employees.
Only Department of Veterans Affairs Center for Veterans Enterprise (CVE) Vendor Information Pages (VIP) VetBiz verified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is set-aside for SDVOSB in accordance with VAAR Part 819. A non-verified vendor that submits a bid or proposal will be considered non-responsive and ineligible for award as listing in VIP is not self-correctable as a minor informality as, for example, a listing in SAM. The VIP database will be checked both upon receipt of an offer and prior to award.
(v) This procurement is for NEW EQUIPMENT ONLY; no remanufactured or "gray market" items. All Equipment must be covered by the manufacturer's warranty.

(ix) 52.212-2 Evaluation - Commercial Items: FAR provision 52.212-2 applies to this solicitation. The Offeror that submits the offer that meets all the requirements of the solicitation, is responsive and responsible, and has the lowest cumulative price for all items (inclusive of delivery) and the offer is fair market price will be selected.
The Government anticipates awarding a single contract resulting from this solicitation to the lowest priced technically acceptable offer that conforms to all solicitation requirements. For price evaluation purposes, the lowest price technically acceptable offer will be selected for award.

To be considered technically acceptable for award each offeror must provide with their submitted quote/offer:
The offeror must provide documentation that they are licensed by the state of South Carolina to provide courier services in the applicable areas identified in the performance work statement
The offeror must provide a narrative on the overall technical approach methods and procedures used to meet the requirements identified in the performance work statement. This narrative should provide evidence that the offeror understands the objectives that the contract intends to meet, the nature of the required work and the level of effort necessary to accomplish all the work.
The offeror must provide a contingency narrative in order to identify how they will ensure continuity of services in the event of inclement weather, driver absence or equipment unavailability.
The offeror must provide a technical narrative demonstrating completion of three (3) or more projects by the firm within the past seven (7) years, similar in scope, volume, magnitude and complexity for non-personal medical courier services. The listing shall include project scope, award amount and related client identification and contact information.
The proposed price will be analyzed for reasonableness. It may also be analyzed to determine whether it is realistic for the work to be performed, reflects a clear understanding of the requirements and is consistent with the offeror s technical proposal.
(x) 52.212-3 Offeror Representations and Certifications - Commercial Items- System for Award Management (SAM) located at www.sam.gov will be checked to verify ACTIVE registration status and self-certification for the required socio-economic category.
