NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT
NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), NOAA Ship Ronald Brown (AOC) is requesting to renew the Wiper Assemblies for Wynn Windows on the bridge window on the NOAA Ship Ronald Brown. TECHNICAL SPECIFICATIONS: 1. The new window wiper assemblies are to American Bureau of Shipping type approval. 2. Provide seventeen (17) each Wynn Type C Single Bladed, Straight-Line, Heavy Duty, Marine Window Wiper with 115VAC Variable Speed Motor, part number IM-1588-115-101. Each assembly to include a 1664 Variable Speed Controller and be complete with spray nozzles. 3. Provide eight (8) each Wynn Type C Twin Bladed, Straight-Line, Heavy Duty, Marine Window Wiper with 115VAC Variable Speed Motor, part number IM-1588-115-201. Each assembly to include a 1664 Variable Speed Controller and be complete with spray nozzles. The systems will be provided by: In-Mar Solutions, LLC 3011 S. Ruby Ave., Gonzales, LA 70737. They are the sole distributor of the WYNN window wiper system in the USA. This particular system is essential to NOAA s mission and market research indicates that similar products do not meet or cannot be modified to meet agency needs. The proposed brand name for the new window wiper assemblies is Wynn Marine. These window wiper assemblies each have a unique manufacturer's drawing number to correlate the specific window type at each window location on the ship. Purchasing brand name exact replacement assemblies prevents any modification of the mounting, cabling, piping, and tough wall penetrations on the bridge for installation. The ship also has an inventory of spare parts for these wiper assemblies. Purchasing a different brand name would require additional Government expense to purchase new spare parts. The required supplies or service must be compatible in all aspects (form, fit, and function) with existing systems or equipment and the source is uniquely qualified to meet the requirement. The window wiper assemblies have to have the exact same dimensions, piping connection configuration, mounting configuration, controller dimensions, and electrical power. Modifications to accommodate a change in any of these parameters would require additional design and modification costs to the Government. There is only one distributor, IN-MAR Solutions LLC in the United States for Wynn Marine wipers. The Government is not aware of any other vendors that are authorized to sell this parts to the government without compromising OEM warranty, delivery or additional mark ups. The Government intends to acquire this service under the guidelines of FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12, Commercial Items. The Government intends to solicit and negotiate directly with In-Mar Solutions, LLC, under the authority of FAR 13.106-1(b)(1)(i). The North American Industry Classification Code (NAICS) for this acquisition is 336611, Ship Building and Repairing, with a business size standard of 1250 employees. This is not a solicitation for competitive quotes. However, if any interested party that can provide this specific system without compromising manufacturing delivery and warranty or mark ups may submit a statement of capabilities, which if in timely received, will be considered by NOAA OMAO. A statement of capabilities to include the detailed system including manufacture authorization, and OEM warranty agreement, and a price list for the above parts including pictures and or drawings of the parts; this shall be received by 5:00pm EST on April 10, 2019. A determination by the Government not to compete this proposed requirement is based upon responses to this notice and it is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of the required system while also be authorized by the manufacture. The capability statement, picture drawings and a price list and any other information furnished must be in writing and must contain material in sufficient detail to allow the Government to determine if the party can meet all of the system requirements. Capability statements and related materials must be e-mailed to Alexander Cancela at alexander.cancela@noaa.gov by 5:00pm EST on April 10, 2019..
